"Book Abstract and Keywords: The study of Japanese politics has flourished over the past several decades. This Handbook provides a state-of-the-field overview for students and researchers of Japanese. The volume also serves to introduce Japanese politics to readers less familiar with Japan. In addition, the volume has a theme of "evaluating Japan's democracy." Taken as a whole, the volume provides a positive evaluation of the state of Japan's democracy. The volume is divided into two parts, roughly corresponding to domestic Japanese politics and Japan's international politics. Within the domestic politics part, there are four distinct sections: "Domestic Political Actors and Institutions," covering the Japanese Constitution, electoral systems, prime minister, Diet, bureaucracy, judiciary, and local government; "Political Parties and Coalitions," covering the Liberal Democratic Party, coalition government, Kōmeitō, and the political opposition; "Policymaking and the Public," covering the policymaking process, public opinion, civil society, and populism; and, "Political Economy and Social Policy," covering industrial, energy, social welfare, agricultural, monetary, and immigration policies, as well as social inequality. In the international relations part, there are four sections: "International Relations Frameworks," covering grand strategy, international organizations, and international status; "International Political Economy," covering trade, finance, foreign direct investment, the environment, economic regionalism, and the linkage between security and economics; "International Security," covering remilitarization, global and regional security multilateralism, nuclear nonproliferation, naval power, space security, and cybersecurity; and, "Foreign Relations" covering Japan's relations with the United States, China, South Korea, ASEAN, India, the European Union, and Russia. Civil Society and the State in Democratic East Asia: Between Entanglement and Contention in Post High Growth focuses on the new and diversifying interactions between civil society and the state in contemporary East Asia by including cases of entanglement and contention in the three fully consolidated democracies in the area: Japan, South Korea and Taiwan. The contributions to this book argue that all three countries have reached a new era of post high growth and mature democracy, leading to new social anxieties and increasing normative diversity, which have direct repercussions on the relationship between the state and civil society. It introduces a comparative perspective in identifying and discussing similarities and differences in East Asia based on in-depth case studies in the fields of environmental issues, national identities as well as neoliberalism and social inclusion that go beyond the classic dichotomy of state vs 'liberal' civil society.

Civil Society and Japan's Foreign Aid examines the changing relations between the Japanese state and non-governmental organizations (NGOs) in promoting effective aid policies and analyzes the changing nature of policy making and governance in Japan. It is based on extensive research in Southeast Asia and Japan, investigating the role of Japanese aid in fields such as education, health care, environmental protection, and economic development. It analyzes the key players in aid policymaking, including donor governments, multinational organizations, international and local NGOs, the business community, and aid recipients.

This book is devoted to analyzing contemporary capitalism both in Japan and in the world economy by using the theoretical framework of the French régulation theory and by revisiting the theory of civil society in postwar Japan. The Japanese theory of civil society proposed unique thinking about “freedom and equality” and “human rights” in the postwar era but could not help to come up with effective concepts for an economic analysis of that capitalism of the period. On the other hand, the régulation theory born in the 1970s is well known by its definition of postwar capitalism as Fordism, based on the elaboration of a new conceptual framework, but it soon proved unable to directly explain Japan’s experience by that central concept of Fordism. Inspired by consideration of Japanese civil society and also by the regulationist framework, the author has forged new analytical concepts such as “companyism” to understand Japanese capitalism including the recent “lost decades”, and he elaborates more carefully the concepts of “growth regime” and “institutional change” to grasp the dynamics of the world economy including today’s neoliberal trend. The original benefits of the book consist in 1) reviving a Japanese theory of civil society in the postwar period, 2) applying the régulation theory to the analysis of contemporary Japan, and 3) offering theoretical reflections on the conception of the world economy. Consequently, the author pays special attention to the relationship between the political and the economic as well as regulationist tools and the theory of civil society’s perspective. The principal message of the book is that capitalism or the market economy must be supported by a sound civil society.

Nonformal Education and Civil Society in Japan critically examines an aspect of education that has received little attention to date: intentional teaching and learning activities that occur outside formal schooling. In the last two decades nonformal education has rapidly increased in extent and significance. This is because individual needs for education have become so diverse and rapidly changing that formal education alone is unable to satisfy them. Increasingly diverse demands on education resulted from a combination of transnational migration, heightened human rights awareness, the aging population, and competition in the globalised labour market. Some in the private sector saw this situation as a business opportunity. Others in the civil society volunteered to assist the vulnerable. The rise in nonformal education has also been facilitated by national policy developments since the 1990s. Drawing on case studies, this book illuminates a diverse range of nonformal education activities; and suggests that the nature of the relationship between nonformal education and mainstream schooling has changed. Not only have the two sectors become more interdependent, but the formal education sector increasingly acknowledges nonformal education’s important and necessary roles. These changes signal a significant departure from the past in the overall functioning of Japanese education. The case studies include: neighbourhood homework clubs for migrant children, community-based literacy classes, after-school care programs, sport clubs, alternative schools for long-term absent students, schools for foreigners, training in intercultural competence at universities and corporations, kôminkan (community halls), and lifelong learning for the seniors. This book will appeal to both scholars of Japanese Studies/Asian Studies, and those of comparative education and sociology/anthropology of education.
