In the past two decades, the Japanese political scene has undergone a dramatic transformation. What had been a two-party system proliferated during the 1960s and 1970s into a seven-party system. This book provides a comprehensive look at all of Japan’s current major and minor national-level parties. For the first time in English, detailed analyses are presented on the Democratic Socialists, the Clean Government party (KÅmeitÅ), and the New Liberal Club. Thorough coverage is provided for parties in the “1955 System”—the ruling Liberal Democratic party and the two long-term opposition parties, the Socialists and the Communists. Many of the new miniparties that have appeared in recent elections are also discussed. Japanese Political Parties gives readers a solid understanding of party histories, leadership, and internal organization, as well as a look at prospects for the future. It is a notable irony that as democracy replaces other forms of governing throughout the world, citizens of the most established and prosperous democracies (the United States and Canada, Western European nations, and Japan) increasingly report dissatisfaction and frustration with their governments. Here, some of the most influential political scientists at work today examine why this is so in a volume unique in both its publication of original data and its conclusion that low public confidence in democratic leaders and institutions is a function of actual performance, changing expectations, and the role of information. The culmination of research projects directed by Robert Putnam through the Trilateral Commission and the American Academy of Arts and Sciences, these papers present new data that allow more direct comparisons across national borders and more detailed pictures of trends within countries than previously possible. They show that citizen disaffection in the Trilateral democracies is not the result of frayed social fabric, economic insecurity, the end of the Cold War, or public cynicism. Rather, the contributors conclude, the trouble lies with governments and politics themselves. The sources of the problem include governments' diminished capacity to act in an interdependent world and a decline in institutional performance, in combination with new public expectations and uses of information that have altered the criteria by which people judge their governments. Although the authors diverge in approach, ideological affinity, and interpretation, they adhere to a unified framework and confine themselves to the last quarter of the twentieth century. This focus--together with the wealth of original research results and the uniform strength of the individual chapters--sets the volume above other efforts to address the important and increasingly international question of public dissatisfaction with democratic governance. This book will have obvious appeal for a broad audience of political scientists, politicians, policy wonks, and that still sizable group of politically minded citizens on both sides of the Atlantic and Pacific.

The authors of this book have joined together for a third time to produce a book on Japanese political parties and elections. The first two books under the title of The Japanese Party System were also published by Westview Press in 1986 and 1992. This book, Japan's New Party System, has a different purpose than the previous volumes. The first two books had as their task the presentation of a vast amount of material on the various parties of the 1955-1993 party system. Since 1955, Japanese politics and parties had been rather uneventful and predictable; consequently, many Japanese political scientists preferred to study other nations. Decade after decade, the Liberal Democratic Party (LDP) ruled Japan while the permanent opposition party, the Japan Socialist Party GSP) revolved around it but could never even come close to replacing it in power on the national level. All of this changed in 1993 after the LOP split, new parties emerged and formed a non-LOP government, and a new party system began. This book is about the Second Party System and how Japanese politics has changed from the old LOP-dominated First Party System.

Japan is the third-largest economy in the world and a key ally of the United States. Yet the determinants of Japanese security policy are not well understood. The question of why Japan never sought the independent military capabilities that would be commensurate with its economic power has puzzled scholars of international relations for decades. Applying new tools for the quantitative analysis of text to a new collection of 7,497 Japanese-language election manifestos used in elections between 1986 and 2009, this book argues that the electoral strategies politicians in the ruling party were forced to adopt under Japan's old electoral system made it extraordinarily difficult for them to focus on security issues and to change security policy. It was only when their electoral strategies shifted after electoral reform in 1994 that these same politicians became able to pay attention and change security policy.
