Arguing that security relations between China and Southeast Asia are profoundly affected by disputes over maritime space and territory in the South China Sea, the author demonstrates that the primacy of strategic competition over strategic partnerships promotes the emergence of a structure of deterrence, encouraging South East Asia to side with the United States to balance the military power of China. This book analyses how China overcame its meagre reputation in the early 1990s to become an aggressively growing military power and rising threat to the international system. The author focuses on China’s new multilateral foreign policy approach, ambitious military build-up programme and economic cooperation initiatives. This book presents a much-needed comparative perspective of China in terms of foreign policy, seeking to develop analytical tools to assess China’s motivations and moves. The author suggests that understanding China’s new foreign policy, its tactics in multilateral organisations, and approaches to conflict resolutions are elementary to grasp the new realities of international relations, particularly relevant to newly established institutions in the evolving Asian political system which require basic knowledge for analysing the politics in this continent. China’s maritime “gray zone” operations represent a new challenge for the U.S. Navy and the sea services of our allies, partners, and friends in maritime East Asia. There, Beijing is waging what some Chinese sources term a “war without gunsmoke.” Already winning in important areas, China could gain far more if left unchecked. One of China’s greatest advantages thus far has been foreign difficulty in understanding the situation, let alone determining an effective response. With contributions from some of the world’s leading subject matter experts, this volume aims to close that gap by explaining the forces and doctrines driving China’s paranaval expansion, operating in the “gray zone” between war and peace. The book covers China’s major maritime forces beyond core gray-hulled Navy units, with particular focus on China’s second and third sea forces: the “white-hulled” Coast Guard and “blue-hulled” Maritime Militia. Increasingly, these paranaval forces, and the “gray zone” in which they typically operate, are on the frontlines of China’s seaward expansion.

Major law and policy issues in the South China Sea are discussed mainly from the perspectives of leading American and European scholars in the study of the complex South China Sea disputes. The issues include regional maritime cooperation and regime building, Southeast Asian countries’ responses to the Chinese assertiveness, China’s historic claims, maritime boundary delimitation and excessive maritime claims, military activities and the law of the sea, freedom of navigation and its impact on the problem, the dispute between Vietnam and China, confidence-building measures and U.S.-Taiwan-China relations in the South China Sea, and Taiwan’s role in the resolution to the South China Sea issues. Over the past three years, there have been several incidents in the South China Sea between the claimants, and also between the claimants and non-claimants over fisheries, collection of seismic data, exploration for oil and gas resources, and exercise of freedom of navigation. Third party concerns and involvement in the South China Sea disputes have been increasing as manifested in actions taken by the United States, India, and Japan. It is therefore important to examine South China Sea disputes from the legal and political perspective and from the view point of American and European experts who have been studying South China Sea issues for many years.
