It is written in the first person by the protagonist, Richard "Dick" Remington, who is passionate about "statecraft" and dreams of reshaping the social and political landscape of England. Remington is a brilliant student at Cambridge, and he writes several books on political themes. He marries an heiress, enters parliament as a Liberal influenced by the socialism of Altiora and Oscar Bailey and later switches to the Conservative party.
