The Comprehensive Economic and Trade Agreement between the EU and Canada (CETA), proposed Transatlantic Trade and Investment Partnership between the EU and the US (TTIP), and the plurilateral Trade in Services Agreement (TiSA) between the EU and 22 other States have sparked a great deal of academic and public interest. This edited collection brings together leading experts in the field of international economic law to address the legal complexities of these treaties and provide an explanation of their core principles. In the first two chapters, this book examines changing conceptions of international economic law and the main motivations for negotiating mega-regional agreements. In nine further contributions, international experts examine sectoral issues such as the trade, investment, and dispute settlement procedures envisaged in these 'mega-regional' agreements. The book goes on to consider the progress made in intellectual property protection, the problems associated with data protection, human rights, labour, and environmental standards, issues of transparency and legitimacy, and the relationship between CETA, TTIP, and TiSA on the one hand and EU law on the other. It concludes with four chapters that discuss globalization and other fundamental questions surrounding these mega-regional agreements from economic, political science, and legal perspectives.

Once ratified, the Comprehensive and Economic Trade Agreement (CETA) could ultimately eliminate all tariff barriers between the European Union and Canada. CETA is also a new generation Free-Trade Agreement: it includes the opening of public procurement, the facilitation of cross investments and cooperation in the area of regulation. Its long negotiation process illustrated important changes that are happening in the way trade agreements are negotiated, both in Canada and in the EU. A wide variety of actors was involved. Because the federal government of Canada cannot implement international commitments in areas of provincial jurisdiction, the European Union requested that the provinces should be included in the discussions – Quebec and Ontario being the most interested. From the EU side, Germany, France and the United Kingdom led the process. Labor and trade unions as well as lobbying groups also supported the project. Following the signing of the agreement in October 2013, the ratification process was delayed because of the start of the TTIP negotiations between the European Union and the United States. Canadian civil society organizations had already expressed criticism, which was echoed by their European counterparts, particularly worried about the investor state dispute settlement (ISDS) system. The legal scrubbing phase resulted in a compromise on this point.The new Prime Minister Justin Trudeau, who replaced Conservative leader Stephen Harper in October 2015, has considered the implementation of the agreement as Canada's top priority regarding international trade.

A study examined the effect of the Comprehensive Employment and Training Act (CETA) Reauthorization Act of 1978 on public service employment (PSE) programs. A field survey, conducted during June and July 1979 (two months after provisions of the amendment went into effect), assessed the early effects of the reauthorization in the following areas: serving the disadvantaged; wages, jobs, and services; transition to unsubsidized employment; and planning and administration. The act's wage and eligibility provisions are the two major forces shaping the PSE program. Because wage provisions are forcing prime sponsors to eliminate or restructure high wage PSE positions, new PSE jobs have become less attractive to persons with alternative employment opportunities and more accessible to persons with limited qualifications. The wage provisions have also reduced the number of available professional and skilled positions. Stiffer eligibility criteria not only increase the share of disadvantaged persons participating in PSE programs, but also reduce the proclivity of sponsors to use PSE workers to provide essential public services. The goal of combining training and other employability development services with PSE jobs has remained CETA's most elusive goal. Eight recommendations for improving the PSE program were made. (MN)
