This book has its genesis in materials collected in the Hestern Central Atlantic region in preparation for a regional seminar on the Changing Law of the Sea and its Implications for Fisheries in the Hestern Atlantic. The Seminar, which was organised by the Food and Agriculture Organisation of the UN and funded by the Norwegian government, was held in Havana, Cuba, 1980. Most of the materials were gathered by the authors as a result of direct contact with the fisheries authorities of the region, and supplemented where possible by information obtained from public sources for the remaining countries not visited. Twenty seven countries in the region were visited, and the authors were able to obtain materials much of which is not readily accessible except in the individual countries. In writing this book, the authors have become indebted to many people for their advice and assistance. The Law of the Sea in the Caribbean discusses the evolution and growth of the law of the sea in the Caribbean and its contribution to the sustainable development of Caribbean States.

In 1982 the United Nations Convention on the Law of the Sea was signed by a number of countries. For many smaller countries, such as the island states of the Caribbean, the significance of this major law reform movement became apparent in terms of expanded economic benefits, e.g., expanded fishery resources and offshore energy supplies. However, the responsibilities of expanded ocean jurisdiction also became apparent, as did the geopolitical controversies surrounding it. This new volume in the Lecture Notes on Coastal and Estuarine Studies presents the reader with the results and synthesis of a major study undertaken by the Ocean Studies Programme of Dalhousie University in the Eastern Caribbean on the New Law of the Sea with special attention to marine pollution, coastal zone management, international law, marine transportation, maritime boundary delineation and ocean development.

This final rule: Establishes annual catch limits (ACLs) and accountability measures (AMs) for queen conch and for all reef fish units or sub-units that are classified as undergoing overfishing (i.e., snapper, grouper and parrotfish); allocates ACLs among island management areas; revises the composition of the snapper and grouper complexes; prohibits fishing for and possession of three parrotfish species; establishes recreational bag limits for snappers, groupers, and parrotfishes; and establishes framework procedures for the queen conch and reef fish fishery management plans. Amendments 2 and 5 also revise management reference points and status determination criteria. The intended effect of the rule is to prevent overfishing of queen conch and reef fish species while maintaining catch levels consistent with achieving optimum yield (OY). The increasing threat of pollution of the Caribbean Sea and the Gulf of Mexico necessitates the adoption of coping measures in the wider Caribbean.
