This assessment, undertaken in November 2020, is a follow-up to the initial assessment undertaken in April 2020, and used the same methodology. This present paper provides a summary of responses to questionnaires circulated to regional fisheries management organizations (RFMOs) and regional fisheries advisory bodies (RFABs) to determine the impacts of restrictions imposed by COVID-19, upon the management, production and supply of fisheries products from capture fisheries and aquaculture. Comparisons are made between the responses given in April 2020 in the early phase of the pandemic, and those given in November 2020, some seven months later. The objective is to provide a global overview of the impacts of COVID-19 from the perspective of the secretariats of regional fisheries management organizations (RFMOs) and regional fisheries advisory bodies (RFABs), and collate examples of good practices and suggestions to guide development of mitigation measures.

Conscious of the data scarcity during the COVID-19 pandemic, FAO collaborated with the Johns Hopkins Center for a Liveable Future (CLF), within the Bloomberg School of Public Health (BSPH), to document the impacts of, and responses to, the pandemic. To do so, it conducted a systematic literature review and implemented a survey with support from Globefish, Eurofish and the other Fish Info Networks, together with case studies of Eurofish Member States.This circular describes the findings from the FAO and CLF-supported surveys, and the literature review. The report was further enriched with a collection of work from large studies across the world.

The Ninth Meeting of the Regional Fishery Body Secretariats’ Network (RSN-9) brought together Secretariats of regional fishery bodies (RFBs) with diverse mandates from all geographic regions, including FAO and non-FAO regional fishery bodies, marine and inland fishery advisory and management bodies and agreements, the United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS), the Convention on Biological Diversity (CBD), the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the United Nations Environment Programme (UNEP) and other invited organizations. RSN-9 took place immediately before and after the Thirty-fifth Session of the Committee on Fisheries (COFI-35), which was held from 5 to 9 September 2022. As was the case with COFI, RSN-9 met in hybrid format, in person and virtually, via videoconference, to facilitate the participation of those who could not assist personally. For the first time, the meeting was convened over three days. The meeting allowed participants to exchange views and discuss global processes of particular relevance to RFBs. In addition, RSN-9 provided the opportunity to discuss the development and strengthening of RSN, which included the adoption of the RSN terms of reference and the subsequent amendment of the RSN rules of procedure, as well as a space for reflection on the outcomes of COFI 35 and their implications for regional fishery bodies. The meeting had a high level of participation, which underlined the role of the Network as a unique forum to foster cooperation, facilitate discussion and share experiences.

Thirty-one regional fishery bodies (RFBs) participated in the Eighth Meeting of the Regional Fishery Body Secretariats’ Network (RSN-8). The 2022 edition of The State of World Fisheries and Aquaculture coincides with the launch of the Decade of Action to deliver the Global Goals, the United Nations Decade of Ocean Science for Sustainable Development and the United Nations Decade on Ecosystem Restoration. It presents how these and other equally important United Nations events, such as the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022), are being integrated and supported through Blue Transformation, a priority area of FAO’s new Strategic Framework 2022–2031 designed to accelerate achievement of the 2030 Agenda for Sustainable Development in food and agriculture. The concept of Blue Transformation emerged from the Thirty-fourth Session of the FAO Committee on Fisheries in February 2021, and in particular the Declaration for Sustainable Fisheries and Aquaculture, which was negotiated and endorsed by all FAO Members. The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

Food insecurity, hunger and malnutrition have been on the rise in recent years, due to disruptions such as the COVID-19 pandemic, increasing climate shocks and conflicts. Decades of steady progress to reduce food insecurity and malnutrition were often attributed to increased food production and intensification of few food staple crops and livestock, however more recent focus has shifted to the role of small-scale producers and the importance of diverse and nutritious foods. This technical paper brings focus to the often overlooked ‘small fish’ which play an integral role in the food security, nutrition and livelihoods of the small-scale fisherfolk who harvest, process, market, trade and distribute small fish to communities near and far from water bodies. The technical paper explores the various dimensions of the ‘small fish food system’, addressing drivers, scales, interactions and multiple outcomes and trade-offs, such as that of small fish used for food versus feed. Throughout, the work applies a human-centred perspective, emphasizing how people are involved in various stages of a food system, and how interactions and networks between them play a role in food system dynamics and outcomes. It is also emphasizes how people play multiple roles within a food system, and thus should not be narrowly defined as fishers, processors or consumers. The paper documents project implementation and lessons from the FAO subprogramme titled “Implementing the Small-Scale Fisheries Guidelines for gender equitable and climate resilient food systems and livelihoods”, and the SmallFishFood, Ikan-F3, Dried Fish Matters, and Fish4Food projects led by the University of Bergen, the University of Amsterdam and the University of Manitoba.
