Excerpt from The Governments of Europe Within a field so expansive it has been possible to undertake but an introduction to a majority of the subjects touched upon. In the foot-notes will be found references to books, documents, and periodical materials of widely varying types, and it is hoped that some of these may serve to guide student and reader to more intensive information. The preparation of the book has been facilitated by the encourage ment and the expert advice accorded me by a number of teachers of government in colleges and universities in various portions of the country. And I have had at all times the patient and discriminating assistance of my wife. For neither the plan nor the details of the work, however, can responsibility be attached to anyone save myself. I can only hope that amidst the multitude of facts, some elusive and many subject to constant change, which I have attempted here to set down, not many seriously vitiating errors may have escaped detection. Excerpt from Greater European Governments The present work deals only with a very small part of the great subject of political parties. It is simply an attempt to study the relation between the development of parties and the mechanism of modern government, and other questions are referred to only so far as they have a bearing on the main theme. In carrying out this object, a systematic order of arrangement has been followed so far as practicable. The treatment of each country begins with a description of its chief institu tions, or political organization; this is followed by a sketch of its recent history, in order to show how the parties actually work; and, finally, an attempt is made to find the causes of the condition of party life. The investigation is limited to the principal countries where a division into two great parties does not prevail, and where there usually exists in its place a division into a number of more or less sharply defined political groups. This department of the subject seemed to separate itself naturally from the rest, and was selected mainly because it had been far less studied than the growth and in fluence of the by-party system that prevails generally in anglo-saxon countries. Excerpt from The Government of European Cities The purpose of this volume is to explain, in a general way, the structure and functions of city government in three European countries, and to contrast these, wherever they may be appropriately compared, with the structure and functions of city government in the United States. It has been my aim to describe who the city authorities are, how they are chosen, what they do, and how they do it; but not to examine in detail the physical operation of municipal services or the minutiae of municipal administration. Considerable attention has been devoted to the relations of the civic and state authorities in each of these countries; for the writer believes that this is one of the most important of all the phases of local administration. The book is intended to afford an introduction to the study of European city governments, and no attempt has been made to deal in exhaustive fashion with any aspect of the subject. To bring the narrative within reasonable compass it has been necessary to omit many matters of some importance, and to deal in a paragraph with other things which might well have a page. With this in mind an endeavor has been made to indicate in the footnotes convenient sources from which further information may be drawn by readers who may become interested in any part of the general field. In the task of preparing the volume I have received generous and valued assistance from many quarters. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The Foreign Policy of Europe The various questions of Foreign Policy, dealt with in this volume, have occupied my attention for several years past, not only in my public capacity as a lecturer in various parts of Great Britain and Ireland, but, also, as an essayist and contributor to the public press, more particularly when these important questions affecting International Relations were in the front rank of public interest, and, therefore, occupying the attention of Governments, and of Statesmen throughout the Empire. Excerpt from European Constitutional History, or the Origin and Development of the Governments of Modern Europe: From the Fall of the Western Roman Empire to the Close of the Nineteenth Century He who would study constitutional law must look through the whole history of a people. Sometimes changes in a constitution are written by gleaming bayonets amid the flashes of musketry, and are promulgated by the deafening roar of artillery; but more frequently they are to be sought in the gradual uplift of the toiling millions, or in the steady expansion of commerce and increase of manufacture through the exertions of enterprising mer chants and bold adventurers, or in the new development of the forces of nature under the genius of the inventor and the penetrating mind of the scientist. However brought about, they enter into the life and customs and laws of the people, and become the fundamental standard by which individual conduct, and legislative enactment, and official action are to be judged.
