The designation of the Group of Twenty (G20) as the 'premier forum' for international economic coordination is the biggest innovation in global governance since the end of the Cold War. Given its composition, the G20 is well-positioned to serve as a leading framework for collective action among the world's major established and emerging nations in addressing some of the world's most pressing global problems. But to live up to this potential, the G20 must surmount several hurdles that were evident at its fourth summit, in Toronto, in June 2010. The most important challenge is managing the heterogeneous interests of its member states, which are diverging as the global financial crisis begins to fade.

The book discusses contemporary issues such as global financial architecture and regulatory practices, trade, investment and the multilateral process, the future of work, the role of technology for adaptation and mitigation of climate change, and financing infrastructure for sustainable development. With increasing global connectivity, events in one part of the world immediately affect or spread to the other parts. In this context, G20 has proved to be an effective forum, particularly after the Asian financial crises. Furthermore, over recent decades, G20 has been instrumental in managing financial crises and international conflicts by deploying global cooperation as a functional tool. As a body responding to crises, the G20 has played a central role in providing the political momentum for the strong international cooperation that ensured greater policy coherence and helped ease situations that could otherwise have been decidedly worse. The G20’s agendas have encompassed short-term but critical issues of economic recovery, the sovereign crisis of Europe, high unemployment and financial sector regulation. But since moderate stabilization in the global economic environment, the focus of the group has also embraced long-term areas of governance and development. For emerging economies, such as India, the G20 has been an important platform framework to promote an inclusive global economic architecture that seeks to achieve equitable outcomes. This book reviews the past 20 years of the G20, since it was conceptualized as a replacement for the G-7. While issues such as global financial order have been a constant area of discussion, one of the failures has been not recognizing and acknowledging the importance of issues like trade, climate change and future of work. This volume focuses on multilateralism in the 21st century and examines how, and how effectively, the EU delivers on its commitment to effective multilateralism. Presenting results generated by MERCURY, an EU research programme into multilateralism, this book addresses a central research question: does the EU deliver on its commitment to effective multilateralism? Globalisation has created powerful new incentives for states to cooperate and has generated renewed interest in multilateralism. While a large body of work exists on multilateralism as a concept, it continues to be ill-defined and poorly understood. This book sheds new light on 21st century multilateralism by exploring conceptual approaches as well as generating innovative, empirical knowledge on its practice. Research on EU external relations has increasingly focused on the concept of ‘effective multilateralism’. Yet, the application of this concept as a guiding principle of EU foreign policy in non-security policy areas has rarely been examined. This book investigates the extent to which the EU has defined and operationalised the notion of effective multilateralism. Reform has dominated the agenda of the EU in recent years with the adoption and implementation of the Lisbon Treaty. However, various international organisations have also been in reform mode in an attempt to adjust their structure to the changing polarity and counter criticisms about a lack of legitimacy, accountability and effectiveness. The EU and Effective Multilateralism examines the EU’s intention to make multilateral settings more effective, as formulated by the European Security Strategy in December 2003. Firmly grounded in new empirical research, it provides a balanced account of the fit between internal reform (the institutional reform within the EU, notably following the entry into force of the Lisbon Treaty) and external reform (the institutional reform of the international reform in which the EU operates).
