This book examines the impact on member states of long-term foreign policy co-operation through the EU’s Common Foreign and Security Policy (CFSP). Focusing on Germany and the UK, it provides an up-to-date account of how they have navigated and responded to the demands co-operation places on all member states and how their national foreign policies and policy-making processes have changed and adapted as a consequence. As well as exploring in depth the foreign policy traditions and institutions in both states, the book also offers detailed analyses of how they addressed two major policy questions: the Iranian nuclear crisis; and the establishment and development of the European External Action Service. The book’s synthesis of country and case studies seeks to add to our understanding of the nature of inter-state co-operation in the area of foreign and security policy and what it means for the states involved.

This study assesses the influence of German policy makers on EU policy and the impact of EU membership on foreign policy making at the national level. The book concludes that limitations remain on the Europeanization of German foreign and security policy and Germany's ability to play a leading role in military crisis management.

The European Union's (EU) Common Foreign and Security Policy (CFSP) stipulates that all member states must unanimously ratify policy proposals through their representatives on the EU Council. Intergovernmentalism, or the need for equal agreement from all member nations, is used by many political scientists and policy analysts to study how the EU achieves its CFSP. However, in European Foreign and Security Policy, Catherine Gegout modifies this theory, arguing instead for analyses based on what she terms 'constrained intergovernmentalism.' Gegout's theory of constrained intergovernmentalism allows for member states, in particular France, Germany, and the United Kingdom, to bargain with one another and to make rational decisions but also takes into account the constraints imposed by the United States, the European Commission, and the precedents set by past decisions. Three in-depth case studies of CFSP decision-making support her argument, as she examines the EU position on China's human rights record, EU sanctions against Serbia, and EU relations with NATO.

The emergence of a common security and foreign policy has been one of the most contentious issues accompanying the integration of the European Union. In this book, Michael Smith examines the specific ways foreign policy cooperation has been institutionalized in the EU, the way institutional development affects cooperative outcomes in foreign policy, and how those outcomes lead to new institutional reforms. Smith explains the evolution and performance of the institutional procedures of the EU using a unique analytical framework, supported by extensive empirical evidence drawn from interviews, case studies, official documents and secondary sources. Attempts of explanation will be made, although it is expected that the reader has sufficient knowledge about the history of european cooperation on the fields of foreign and security issues, as this research will start with the foundation of the CFSP in the Treaty on the European Union of Maastricht 1992/93. After investigation of the abilities and concepts of the CFSP the case of Serbia and Montenegro shall be put into focus. What has happened in the region paralell to the development of the CFSP in the decade of 1990 – 2000, affecting this new state. What sort of engagement was imposed by the European Union? Did it have adequate success or was it an overall failure to try and would have been better to leave this matter to the United States “South Eastern European Cooperative Initiative” (SECI)? What was achieved through the Belgrade Agreement of March 2002, a real solution or a sort of ceasefire between the parties? Concluding the two research questions and presenting three different but in fact not so different views on the development of engangement of the European Union in southeastern europe shall then lead into a conclusion dealing with the question wether or not the CFSP and its initiatives can be a tool to improve the position of the EU in the world context and as a regional actor.
