This book sheds new light on how lobbying works in the European Union. What explains differences in the lobbying behaviour of interest groups? And what consequences do these differences have for the access that interest groups can gain to decision-makers and the influence that they can exert on policy outcomes? Building on an unprecedented amount of empirical evidence on lobbying in Europe, this book puts forward a distinction between lobbying insiders and lobbying outsiders. Lobbying insiders, most prominently business interests, try to establish direct contacts with decision-makers, enjoy good access to executive institutions, and manage to shape policy outcomes when mobilizing the public on an issue is difficult. Lobbying outsiders, in particular citizen groups such as consumer, environmental or health non-governmental organizations, put greater emphasis on mobilizing the public or changing public attitudes, find it easier to gain access to legislative decision-makers, and have the greatest impact on outcomes on issues that are amenable to an outside lobbying campaign. The book shows that a single argument, building on group type as the main variable, can explain variation across interest groups in their choice of strategy, their access to decision-makers, and the conditions under which they can exert influence. The existence of lobbying insiders and lobbying outsiders has important implications for both our understanding of political decision-making and the normative appraisal of contemporary democracy.

Why can some interest groups influence policy-making while others cannot? Even though this question is central to the study of politics, we know little about the factors explaining interest group influence. Understanding lobbying success should be of particular concern to scholars of European politics since the European Union constitutes a promising political opportunity structure for organized interests. This book sheds light on the impact of interest groups on European policy-making and makes a major contribution to the study of both European Union politics and interest groups more generally. Klüver develops a comprehensive theoretical model for understanding lobbying success and presents an extensive empirical analysis of interest group influence on policy-making in the EU. The book relies on a large, new, and innovative dataset that combines a wide variety of data sources including a quantitative text analysis of European Commission consultations, an online survey of interest groups, information gathered on interest group websites, and legislative data retrieved from EU databases. This book analyzes interest group influence across 56 policy issues and 2,696 interest groups and shows that lobbying is an exchange relationship in which the European institutions trade influence for information, citizen support and economic power. Importantly, this book demonstrates that it is not sufficient to solely focus on individual interest groups, but that it is crucial how interest groups come together in issue-specific lobbying coalitions. Lobbying is a collective enterprise in which information supply, citizen support, and economic power of entire lobbying coalitions are decisive for lobbying success.

The lack of previous research into political interest groups and taking into account policy-specific and institutional context characteristics is largely due to research designs that have been primarily focused on a small number of policy debates, with the result that contextual characteristics were largely held constant. This book brings together articles from different modules that are part of a larger European Collaborative Research Project, INTEREURO, carried out by research teams in nine different countries under the auspices of the European Science Foundation. The main goal of the book is to analyse strategies, framing and influence processes for a set of 125 legislative proposals submitted by the European Commission, in an effort to better understand the involvement of interest organizations in the decision-making process of the EU. Contributors draw on sophisticated and innovative policy-driven samples of interest group mobilization, allowing them to account systematically for how policy-specific and institutional context factors shape mobilization, lobbying strategies and influence of interest groups on public policy debates in the EU. In this way, the book makes an important contribution to the study of interest groups in the EU and represents the breadth of positions taken in the current literature. It is universally accepted that there has been a huge growth in EU lobbying over the past few decades. There is now a dense EU interest group system. This entirely new volume, inspired by Mazey & Richardson's 1993 book Lobbying in the European Community, seeks to understand the role of interest groups in the policy process from agenda-setting to implementation. Specifically, the book is interested in observing how interest groups organise to influence the EU institutions and how they select different coalitions along the policy process and in different policy domains. In looking at 20 years of change, the book captures processes of institutional and actor learning, professionalisation of lobbying, and the possible emergence of a distinct EU public policy style. More specifically, from the actors' perspective, the editors are interested in assessing how the rise of direct lobbying and the emergence of fluid issue-based coalitions has changed the logic of collective action, and what is the potential impact of 'venue-shopping' on reputation and influence. From an institutional perspective, the contributors explore resource and legitimacy demands, and the practical impact of consultation processes on the emergence of a distinct EU lobbying relationship. It will be essential reading for academics and practitioners alike.

Interest organizations have always assumed a prominent place in European politics because they link states with citizens, institutionalize the resolution of social conflicts, regulate important sectors of the economy and society, contribute to workable policy outcomes and socialize members into democratic politics. However, the plethora of interest group studies that exist have not consolidated our understanding of these actors. These analyses have been subject to the vagaries of different theoretical perspectives and vary greatly in their conceptual and methodological frameworks. Consequently, a not always complementary and fragmented series of findings has emerged. This book is a systematic and comprehensive effort at investigating and integrating the state of the art in European interest group research. Combining the analysis of interest group politics in the EU with the comparative study of interest organizations, the book seeks to identify the areas about which there is consolidated knowledge, that are marked by controversies, in which considerable uncertainty exists, that have been omitted from research programs and that ought to be part of future studies. Thereby, it provides a general reflection on how the study of interest group politics can be improved by linking it to the comparative study of governance. This book explains when and how interest groups are influential in the European Parliament, which has become one of the most important lobbying venues in the EU. Yet we know little about the many ways in which interest groups and lobbyists influence parliamentary politics. The author offers insights on four key cases of lobbying, based on the analysis of EU documents, lobbying letters, and 150 interviews. She argues that lobbying success depends on a number of factors, most notably the degree of counter-lobbying, issue salience, and committee receptiveness. These factors are brought together in the framework of “Triple-I” - interests, issues, and institutions – to determine the success or failure of lobbying. This book will be of use to students and scholars interested in EU politics and governance, EU decision-making, and interest group politics, along with policy-makers and practitioners.
