he debate on 'The Dynamics of Wage Relations in the New Europe' is an T offspring of a research project on 'Disparities in Wage Relations and the Reproduction of Skills in Europe'. At a meeting of the advisory committee for this research held at the University of Westminster in London on 14th November 1994, it was decided (by Linda Clarke,]orn]anssen, Henryk Lewandowski, Philippe Mehaut, Patrick Rozenblatt and Frank Wilkinson) to set up a larger international committee to develop a programme and seek funding from the European Commission for a symposium of experts on wage relations. This committee of ten scientific experts was formed and invited to a number of meetings throughout 1995 and 1996 by DG V of the European Commission in order to develop a programme and proposal for a symposium to take place in 1997. Eventually the proposal, formally submitted by University of Westminster/London, University ofMaastrichti Netherlands, Fachhochschule Dortmund/Germany and University of Osnabriick/ Germany was accepted by the European Commission in May 1996. Additional funding was then obtained from the Hans-Bockler-Stiftung and the Dutch Organisation for Scientific Research allowing, in particular, participants from Central and East European countries to be invited. The subject of wage relations, as a central issue of European social policy, was intended to be tackled in an open debate between scientists and policy makers, the latter as individual experts rather than representatives.

Concealing the state frees us from admitting the unpleasant truth-in today's world we are utterly dependent upon the state's increasingly frantic efforts to control risk. To this end, states have created systems of coercion and surveillance that are difficult to reconcile with our theories of political legitimacy. The dominant ideology of contemporary politics has become the concealment of the state's overwhelming power and role in daily life. We prefer the comfortable illusion that we are autonomous individuals pursuing our plans in a free market. If we hold fast to that idea, then our distance from policy makers and dwindling political influence seems less important. Nonetheless, this book draws upon the anarchist tradition and a wide range of accessible policy examples (ranging from military organization and environmental regulations to scientific investment and education) to reveal the active role of contemporary states behind this ideological screen. Lindsey argues that we need a new politics that focuses on exposing and challenging the contemporary state's hidden agency. Otherwise, how can we democratically control the state when it denies, from the outset, having the ability to meet our demands?

The idea of a better society as associated with the communal idea is investigated from both theoretical perspectives and through contemporary experiences around the world. This idea leaves nobody indifferent. Whatever the hardship that its concretization implies, however, once it does materialize, it cannot, as such avoid new challenges, tensions and unexpected claims. This means, at varying degrees, negations of, and removals from, the “utopian inspiration”. Humans are able to create unprecedented conditions of life under most ambitious inspirations, but are unable to safeguard their achievements from change, alterations and contradictions. In this, however, another aspect of the utopian realizations is that they ultimately leave room for new utopist thinking and enrolment. As far, indeed, the utopian inspiration draws its vitality from potent civilizational codes, its renewal from ashes is as unavoidable as its self-betrayal through materialization.
