Uganda has achieved significant improvements in public investment management over the last few years. The new IMF Public Investment Management Assessment (PIMA) report shows that Uganda is well ahead of its comparators in many aspects of public investment management, in particular in institutional design. A number of important measures have been undertaken, including giving the Development Committee a strong role as a gatekeeper for new investment proposals, the establishment of the Projects Analysis and Public Investment Department, and development of guidelines and manuals to improve the quality of project preparation and appraisal. Many reforms are fairly recent and are not fully institutionalized, so there is a clear need to continue and to further strengthen public investment management in Uganda. The IMF and other development partners are active partners to the government in pursuing these reforms.

External and internal efforts to help developing countries achieve growth and economic stability, based on Western models, have resulted in frustration at best and in the creation of serious new problems without the resolution of existing ones at worst. Professor Gharajedaghi contends that this general failure stems not from a lack of expertise but from a fundamental misconception of the development process. Challenging common assumptions about the nature of national development planning, he proposes practical new approaches aimed at fostering national and local planning initiatives rather than continued reliance on external and traditional development models. This study is the product of more than 25 years of research and experience in planning in developing nations. It presents a flexible theoretical framework that reflects philosophical, methodological, and conceptual aspects of planning and it may be readily adapted to a full range of development situations.

Participation has become an orthodoxy in the field of development, an essential element of projects and programmes. This book analyses participation in development interventions as an institutionalised expectation – a rationalized myth – and examines how organisations on different levels of government process it. At least two different objectives of participation are appropriate and legitimate for international organisations in the field: the empowerment of local beneficiaries and the achievement of programme goals. Both integrate participatory forums into the organisational logic of development interventions. Local administrations react to the institutionalised expectation with means-ends decoupling, where participatory forums are implemented superficially but de facto remain marginalised in local administrative processes and activities. The book furthermore provides a thick description of the organisationality of participation in development interventions. Participatory forums are shown to be a form of partial organisation. They establish an order in the relationship between administrations and citizens through the introduction of rules and the creation of a defined membership. At the same time, this order is found to be fragile and subject to criticism and negotiation.
