This book analyzes China's climate and environmental change facts, impacts and vulnerabilities, and mitigation strategies. On basis of synthesis assessment, through comprehensive integration, it focuses on four aspects: climate change and ecological environment evolution, future climate change and risk prediction, technical measures and action results for adaptation and mitigation, and development path with climate resilience. In terms of change facts, it focuses on extreme climate events, large-scale factors affecting China's climate change, and the impact of climate change on China's social and economic system. In terms of future risks, it focuses on key variables such as temperature, precipitation and other key variables and the prediction of future changes in extreme climate events. Potential risks in resources, agriculture, cryosphere, ecology, human settlements, health and major projects are also discussed. In terms of adaptation and mitigation, this book systematically sorts out and summarizes the effects, policy choices and synergies of climate change adaptation and mitigation from two perspectives, global and Chinese. Finally, from the perspectives of carbon emission path, sustainable development, and building a community with a shared future for mankind, it explains the essentials of choosing a development path with climate resilience.

This book focuses on the politics, discourse and actors surrounding climate change issues in China. This framework offers a new way of observing Chinese discourses around climate change. Discursive changes in coal consumption and air pollution have been raised to uncover the various motivations of China towards addressing climate issues. Climate change poses many challenges that affect society and the natural world. With these challenges, however, come opportunities to respond. By taking steps to adapt to and mitigate climate change, the risks to society and the impacts of continued climate change can be lessened. The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

This paper analyzes how fiscal policy can address challenges from climate change in Asia and the Pacific. It aims to answer how policymakers can best promote mitigation, adaptation, and the transition to a low-carbon economy, emphasizing the economic and social implications of reforms, potential policy trade-offs, and country circumstances. The recommendations are grounded in quantitative analysis using country-specific estimates, and granular household, industry, and firm-level data.
