This Council Special Report explores the challenges faced by consumer and supplier alike in Europe and Eurasia. It looks at Russia's rise as an energy power, analyzing its control of supplies and delivery systems and its investments in energy infrastructure across Europe, as well as questions about the potential of its production. The report also examines Europe's difficulties in forging a common policy on energy supply and recommends a two-pronged strategy of integration and diversification. It urges Europe to integrate both internally -- developing a single EU gas market -- and externally -- tying Russia's energy sector to Europe and its more transparent regulations. It also recommends that Europe seek new sources of energy from both non-Russian suppliers and non-fossil fuels.

This book analyzes the legal and economic situation concerning the removal and allocation of the natural resources in the Caspian Sea – the largest enclosed body of salt water in the world, which not only constitutes a fragile ecosystem with great fishery resources, but is also rich in oil and gas deposits. The economic advantages gained from the development of oil and gas are the basis for the economic and social development of the riparian states, but also cause significant transboundary harm to the ecosystem of the Caspian Sea. The book contends that, if the local environment grows more heavily contaminated through the extraction of mineral resources, it could lead to environmentally induced violence. It describes the ongoing conflicts, which are primarily due to various riparian states’ territorial claims concerning the extraction of oil and gas resources, and argues that the current legal framework on the use and protection of the Caspian Sea is obsolete. Thus, the main objective of the book is to point out corresponding international legal mechanisms that could be used in order to settle these disputes and protect the Caspian Sea’s fragile environment from transboundary harm.

Could the Caspian Region replace Russia's or the Persian Gulf's immense energy potential with their energy resources? Yunis Gurbanov explores the strategic importance of the region in post-USSR Eurasian policies of major global actors, namely China, the EU, the USA, and Russia, and examines Azerbaijan's, Kazakhstan's, and Turkmenistan's oil and gas resources as alternatives to conventional suppliers. He shows that the Caspian region's resources could serve as alternative energy sources on a global level, mitigating dependence on traditional suppliers and stabilizing energy prices.
