"The wars in Bosnia-Herzegovina and in neighboring Croatia and Kosovo grabbed the attention of the western world not only because of their ferocity and their geographic location, but also because of their timing. This violence erupted at the exact moment when the cold war confrontation was drawing to a close, when westerners were claiming their liberal values as triumphant, in a country that had only a few years earlier been seen as very well placed to join the west. In trying to account for this outburst, most western journalists, academics, and policymakers have resorted to the language of the premodern: tribalism, ethnic hatreds, cultural inadequacy, irrationality; in short, the Balkans as the antithesis of the modern west. Yet one of the most striking aspects of the wars in Yugoslavia is the extent to which the images purveyed in the western press and in much of the academic literature are so at odds with evidence from on the ground."—from Chapter 1 V. P. Gagnon Jr. believes that the Yugoslav wars of the 1990s were reactionary moves designed to thwart populations that were threatening the existing structures of political and economic power. He begins with facts at odds with the essentialist view of ethnic identity, such as high intermarriage rates and the very high percentage of draft-resisters. These statistics do not comport comfortably with the notion that these wars were the result of ancient blood hatreds or of nationalist leaders using ethnicity to mobilize people into conflict. Yugoslavia in the late 1980s was, in Gagnon's view, on the verge of large-scale sociopolitical and economic change. He shows that political and economic elites in Belgrade and Zagreb first created and then manipulated violent conflict along ethnic lines as a way to short-circuit the dynamics of political change. This strategy of violence was thus a means for these threatened elites to demobilize the population. Gagnon's noteworthy and rather controversial argument provides us with a substantially new way of understanding the politics of ethnicity.

"Only unity saves the Serbs" is the famous call for unity in the Serb nationalist doctrine. But even though this doctrine was ideologically adhered to by most of the Serb leaders in Croatia and Bosnia, disunity characterized Serb politics during the Yugoslav disintegration and war. Nationalism was contested and nationalist claims to homogeneity did not reflect the reality of Serb politics. This book provides a comprehensive analysis of Serb politics and challenges widespread assumptions regarding the Yugoslav conflict and war. It finds that although Slobodan Milosevic played a highly significant role, he was not always able to control the local Serb leaders. Moreover, it adds to the emerging evidence of the lack of importance of popular attitudes; hardline dominance was generally based on the control of economic and coercive resources rather than on elites successfully "playing the ethnic card." It moves beyond an assumption of automatic ethnic outbidding and thus contributes toward a better understanding of intra-ethnic rivalry in other cases such as Israel/Palestine, Northern Ireland, Nagorno-Karabakh and Rwanda.

This book analyses how national independence movements’ rhetoric can inflame or dampen ethnic violence. It examines the extent to the power of words matters when a region tries to break away to become a nation state. Using discourse analysis, this book examines how the process of secession affects internal ethnic relations and analyses how politicians interpret events and present arguments with the intention to mobilize their constituencies for independence. Electoral Systems and Political Transformation in Post-Communist Europe assesses the influence of electoral systems on political change in 20 post-communist European states. The main finding is that electoral institutions have systematic effects on the formation of representative structures. This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This book assesses the formation of Croatian national identity in the 1990s. It develops a novel framework, calling into question both primordial and modernist approaches to nationalism and national identity, before applying that framework to Croatia. In doing so, the book provides a new way of thinking about how national identity is formed and why it is so important. An explanation is given of how Croatian national identity was formed in the abstract, via a historical narrative that traces centuries of yearning for a national state. The book shows how the government, opposition parties, dissident intellectuals and diaspora groups offered alternative accounts of this narrative in order to legitimise contemporary political programmes based on different versions of national identity. It then looks at how these debates were manifested in social activities as diverse as football, religion, economics and language. This book attempts to make an important contribution to both the way we study nationalism and national identity, and our understanding of post-Yugoslav politics and society.
