Territories are currently faced with a wide range of environmental challenges, but suffer from a lack of access to the information and biophysical data that characterizes these challenges. Territorial Analysis of Environments sheds light on how the data produced on environmental change needs to be processed, completed and disseminated so that local players can take ownership of it. The aim is to present methods for developing local, regional or even global indicators of the changes underway, as well as to understand the logic of the players acting in a given area. To this end, this book places great emphasis on the notions of systems and the modeling approaches used to formalize them. It also presents the data available, and the methods for developing an analysis of their spatial dimension. This is based on a wide range of case studies, combining environmental data and stakeholder games.

This book presents a comprehensive debate and analysis of existing Territorial Impact Assessment (TIA) methodologies, designed under the auspices of the ESPON programme since the mid-2000s. This is intended to serve as a TIA handbook for the reader, to better understand the main differences, advantages and shortcomings of each presented TIA methodology. It also serves as a manual for professors and students in the field of policy evaluation, and territorial analysis, as it presents concrete examples of the implementation of each TIA methodology, their formulas and intrinsic evaluation elements. The purpose of policy evaluation methodologies is to check the main effects of private and public investments, in order to report back to policymakers and citizens on their efficiency and effectiveness. Over the past decades, both in Europe and worldwide, there has been an increasingly awareness of the need to implement/reinforce policy evaluation practices, at all territorial levels. At the same time, it has become widely accepted that many policy interventions produce impacts in more than one dimensions of territorial development. In this context, the use of a holistic and territorial approach for policy impact assessment evaluation has rapidly been adopted by the European Commission as a mainstream policy evaluation procedure.

In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people's lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

Following upon the first two volumes in this series, which dealt with a broad spectrum of topics in the environment and behavior field, ranging from theoretical to applied, and including disciplinary, interdisciplinary, and professionally oriented approaches, we have chosen to devote sub sequent volumes to more specifically defined topics. Thus, Volume Three dealt with Children and the Environment, seen from the combined perspective of researchers in environmental and developmental psy chology. The present volume has a similarly topical coverage, dealing with the complex set of relationships between culture and the physical environment. It is broad and necessarily eclectic with respect to content, theory, methodology, and epistemological stance, and the contributors to it represent a wide variety of fields and disciplines, including psy chology, geography, anthropology, economics, and environmental de sign. We were fortunate to enlist the collaboration of Amos Rapoport in the organization and editing of this volume, as he brings to this task a particularly pertinent perspective that combines anthropology and ar chitecture. This book explores the opportunities offered by Strategic Environmental Assessment in the context of guaranteeing the synchronized integration of landscape (in all its aspects) within urban plans, thereby helping to overcome the constraints of rigidly framed, sector-focused laws and a purely aesthetic concept of landscape. In pursuit of this goal, various scholars have previously attempted to construct arrays of indicators relating to the different conceptions of “landscape”. This book critically examines the most complete proposals of this nature, systematizing and comparing them and, finally, offering some guidelines with respect to their codification within specific application protocols. After opening chapters exploring the origins of the problem and analysing the European normative frame for Strategic Environmental Assessment, two case studies are described and discussed. A model is then presented for the evaluation of the effects of urban plans on landscape, including in cultural and perceptual terms. The author demonstrates that, when suitably employed, Strategic Environmental Assessment can indeed facilitate the integration of environmental, economic, and social sustainability into urban planning.
