Revised papers en comments that were presented at the meeting organised in Maastricht, in October 2002. The aim of the meeting was threefold: to provide input for the CEDAW Committee; stimulate the legal debate on the issue of temporary measures; and contribute towards the promotion of positive action measures in the Netherlands.

This paper reviews Lithuania’s fiscal consolidation since 2009, assesses the contribution of revenue and expenditure to the consolidation, evaluates the quality of measures, and draws lessons for the future. It finds that, despite having the lowest revenue-to-GDP ratio in the EU, Lithuania’s fiscal adjustment has so far relied mainly on expenditure measures, with the quality of measures deteriorating over time. The analysis also suggests that Lithuania’s tax system, in comparison with other EU countries and regional peers, is skewed toward labor and consumption taxes, and plays a more limited role in income redistribution, especially in the upper income brackets. The paper argues therefore that there is ample scope to implement high quality revenue measures in order to complete the fiscal adjustment in the medium term in a sustainable and inclusive manner.

Cartels, trusts and agreements to reduce competition between firms have existed for centuries, but became particularly prevalent toward the end of the 19th century. In the mid-20th century governments began to use so called ‘cartel registers’ to monitor and regulate their behaviour. This book provides cases studies from more than a dozen countries to examine the emergence, application and eventual decline of this form of regulation. Beginning with a comparison of the attitudes to regulation that led to monitoring, rather than prohibiting cartels, this book examines the international studies on cartels undertaken by the League of Nations before World War II. This is followed by a series of studies on the context of the registers, including the international context of the European Union, and the importance of lobby groups in shaping regulatory outcomes, using Finland as an example. Section two provides a broad international comparison of several countries’ registers, with individual studies on Norway, Australia, Japan, Germany, Sweden and the Netherlands. After examining the impact of registration on business behaviour in the insurance industry, this book concludes with an overview of the lessons to be learnt from 20th century efforts to regulate competition. With a foreword by Harm Schroter, this book outlines the rise and fall of a system that allowed nations to tailor their approach to regulating competition to their individual circumstances whilst also responding to the pressures of globalisation that emerged after the Second World War. Kosovo: The Politics of Identity and Space explores the Albanian-Serbian confrontation after Slobodan Milosevic's rise to power and the policy of repression in Kosovo through the lens of the Kosovo education system. The argument is woven around the story of imposed ethnic segregation in Kosovo's education, and its impact on the emergence of exclusive notions of nation and homeland among the Serbian and Albanian youth in the 1990s. The book also critically explores the wider context of the Albanian non-violent resistance, including the emergence of the parallel state and its weaknesses. Snow avalanches can have highly destructive consequences in developed areas. Each year, avalanche catastrophes occur in mountain regions around the globe and cause unnecessary fatalities and severe damage to buildings and infrastructure. In some mountainous regions, especially in the European Alps, technical avalanche defence structures are built to increase the level of safety for inhabited areas; however, new infrastructure such as roads, railway lines and tourist facilities cause new risk potential in hazardous areas. As a result, the demand is increasing for technical avalanche protection solutions. Avalanche defence structures and protection systems are used in most inhabited mountain regions worldwide. During the last decades, technical avalanche protection has evolved from a specialist field to an independent engineering branch that has gained importance in alpine countries such as Austria, Italy, France and Switzerland, as well as in other countries such as Canada, Iceland, Norway and USA. This work is the first comprehensive, English-language overview of technical avalanche protection and establishes state-of-the-art best practices in the field. It covers the fundamentals of avalanche protection technology and includes plans, dimensions, construction and maintenance of defence structures. The editors have collaborated with an international team of experts from Austria, Canada, France, Iceland, Italy, Japan, Norway, Switzerland and USA to produce this landmark handbook.
