A systematic historical survey of Chinese thought is followed by an investigation of the historical-metaphysical questions of modern technology, asking how Chinese thought might contribute to a renewed questioning of globalized technics. Heidegger's critique of modern technology and its relation to metaphysics has been widely accepted in the East. Yet the conception that there is only one—originally Greek—type of technics has been an obstacle to any original critical thinking of technology in modern Chinese thought. Yuk Hui argues for the urgency of imagining a specifically Chinese philosophy of technology capable of responding to Heidegger's challenge, while problematizing the affirmation of technics and technologies as anthropologically universal. This investigation of the historical-metaphysical question of technology, drawing on Lyotard, Simondon, and Stiegler, and introducing a history of modern Eastern philosophical thinking largely unknown to Western readers, including philosophers such as Feng Youlan, Mou Zongsan, and Keiji Nishitani, sheds new light on the obscurity of the question of technology in China. Why was technics never thematized in Chinese thought? Why has time never been a real question for Chinese philosophy? How was the traditional concept of Qi transformed in its relation to Dao as China welcomed technological modernity and westernization? In The Question Concerning Technology in China, a systematic historical survey of the major concepts of traditional Chinese thinking is followed by a startlingly original investigation of these questions, in order to ask how Chinese thought might today contribute to a renewed, cosmotechnical questioning of globalized technics.

This co-edited volume compares Chinese and Western experiences of engineering, technology, and development. In doing so, it builds a bridge between the East and West and advances a dialogue in the philosophy of engineering. Divided into three parts, the book starts with studies on epistemological and ontological issues, with a special focus on engineering design, creativity, management, feasibility, and sustainability. Part II considers relationships between the history and philosophy of engineering, and includes a general argument for the necessity of dialogue between history and philosophy. It continues with a general introduction to traditional Chinese attitudes toward engineering and technology, and philosophical case studies of the Chinese steel industry, railroads, and cybernetics in the Soviet Union. Part III focuses on engineering, ethics, and society, with chapters on engineering education and practice in China and the West. The book’s analyses of the interactions of science, engineering, ethics, politics, and policy in different societal contexts are of special interest. The volume as a whole marks a new stage in the emergence of the philosophy of engineering as a new regionalization of philosophy. This carefully edited interdisciplinary volume grew out of an international conference on the philosophy of engineering hosted by the University of the Chinese Academy of Sciences in Beijing. It includes 30 contributions by leading philosophers, social scientists, and engineers from Australia, China, Europe, and the United States.

Technology, Skills and the Pre-Modern Economy investigates how technological skills and knowledge were reproduced and disseminated in the advanced agrarian societies of China, India, Russia and Europe in the centuries before the Industrial Revolution. The book offers regional surveys of Europe, China and India, as well as comparative studies of building, porcelain manufacturing, instrument making, printing, and shipbuilding. The authors engage with the on-going debate about the ‘great divergence’ between Asia and Europe, and its possible causes. Technology has so far had a minor role in that debate. Originally published in 1985, in the deteriorating climate of East-West relations technology transfer became vitally important. The Eastern bloc desperately needed Western technology to assist in the development of the socialist economies, but a proposed US ban on the export of Western technology to the Siberian pipeline project led to increasing tension within the Western alliance abot the nature and scale of high technology that could be safely exported to the East. This book reviews the state of technology transfer to the East in the 1980s and considers the place of Western technology in the Eastern economies. It also discusses the strategic goals of Western technology embargoes. Many of the issues discussed remain pertinent today.

This volume is based on a series of papers delivered at the conference by specialists from the United States and both Eastern and Western Europe. It argues that arms control must shift its focus from quantities to qualities of weapons and attempt to constrain military technology.
