This special issue reflects the impact of neutrosophic theory in Latin America, especially after creating the Latin American Association of Neutrosophic Sciences. Among the areas of publication most addressed in the region are found in the interrelation of social sciences and neutrosophy, presenting outstanding results in these research areas. The main objective of this special issue is to divulge the impact publication related to the Neutrosophic theory and explore new areas of research and application in the region. The SI reflects the influence of the neutrosophic publications in Latin America by opening new research areas mainly related to Neutrosophic Statistics, Plithogeny, and NeutroAlgebra. Furthermore, it is worth mentioning the incorporation of authors from new countries in the region, such as Paraguay, Uruguay, and Panama, to have authors in total from 15 countries, 12 of them from the Latin American region.

This book addresses new concepts, methods, algorithms, modeling, and applications of green supply chain, inventory control problems, assignment problems, transportation problem, linear problems and new information related to optimization for the topic from the theoretical and applied viewpoints of neutrosophic sets and logic. The book is an innovatory of new tools and procedures, such as: Neutrosophic Statistical Tests and Dependent State Samplings, Neutrosophic Probabilistic Expert Systems, Neutrosophic HyperSoft Set, Quadripartitioned Neutrosophic Cross-Entropy, Octagonal and Spherical and Cubic Neutrosophic Numbers used in machine learning. It highlights the process of neutrosofication {which means to split the universe into three parts, two opposite ones (Truth and Falsehood), and an Indeterminate or neutral one (I) in between them}. It explains Three-Ways Decision, how the universe set is split into three different distinct areas, in regard to the decision process, representing: Acceptance, Noncommitment, and Rejection, respectively. The Three-Way Decision is used in the Neutrosophic Linguistic Rough Set, which has never been done before.

In this paper one generalizes the intuitionistic fuzzy set (IFS), paraconsistent set, and intuitionistic set to the neutrosophic set (NS). Many examples are presented. Distinctions between NS and IFS are underlined.

Neutrosophic Over-/Under-/Off-Set and -Logic were defined for the first time by Smarandache in 1995 and published in 2007. They are totally different from other sets/logics/probabilities. He extended the neutrosophic set respectively to Neutrosophic Overset {when some neutrosophic component is > 1}, Neutrosophic Underset {when some neutrosophic component is < 0}, and to Neutrosophic Offset {when some neutrosophic components are off the interval [0, 1], i.e. some neutrosophic component > 1 and other neutrosophic component < 0}. This is no surprise with respect to the classical fuzzy set/logic, intuitionistic fuzzy set/logic, or classical/imprecise probability, where the values are not allowed outside the interval [0, 1], since our real-world has numerous examples and applications of over-/under-/off-neutrosophic components. Example of Neutrosophic Offset. In a given company a full-time employer works 40 hours per week. Let’s consider the last week period. Helen worked part-time, only 30 hours, and the other 10 hours she was absent without payment; hence, her membership degree was 30/40 = 0.75 < 1. John worked full-time, 40 hours, so he had the membership degree 40/40 = 1, with respect to this company. But George worked overtime 5 hours, so his membership degree was (40+5)/40 = 45/40 = 1.125 > 1. Thus, we need to make distinction between employees who work overtime, and those who work full-time or part-time. That’s why we need to associate a degree of membership strictly greater than 1 to the overtime workers. Now, another employee, Jane, was absent without pay for the whole week, so her degree of membership was 0/40 = 0. Yet, Richard, who was also hired as a full-time, not only didn’t come to work last week at all (0 worked hours), but he produced, by accidentally starting a devastating fire, much damage to the company, which was estimated at a value half of his salary (i.e. as he would have gotten for working 20 hours that week). Therefore, his membership degree has to be less that Jane’s (since Jane produced no damage). Whence, Richard’s degree of membership, with respect to this company, was - 20/40 = - 0.50 < 0. Consequently, we need to make distinction between employees who produce damage, and those who produce profit, or produce neither damage no profit to the company. Therefore, the membership degrees > 1 and < 0 are real in our world, so we have to take them into consideration. Then, similarly, the Neutrosophic Logic/Measure/Probability/Statistics etc. were extended to respectively Neutrosophic Over-/Under-/Off-Logic, -Measure, -Probability, -Statistics etc. [Smarandache, 2007]. In the beginning of 1983, I came across A. Kaufmann's book "Introduction to the theory of fuzzy sets" (Academic Press, New York, 1975). This was my first acquaintance with the fuzzy set theory. Then I tried to introduce a new component (which determines the degree of non-membership) in the definition of these sets and to study the properties of the new objects so defined. I defined ordinary operations as "n", "U", "+" and "." over the new sets, but I had began to look more seriously at them since April 1983, when I defined operators analogous to the modal operators of "necessity" and "possibility". The late George Gargov (7 April 1947 - 9 November 1996) is the "god father" of the sets I introduced - in fact, he has invented the name "intu itionistic fuzzy", motivated by the fact that the law of the excluded middle does not hold for them. Presently, intuitionistic fuzzy sets are an object of intensive research by scholars and scientists from over ten countries. This book is the first attempt for a more comprehensive and complete report on the intuitionistic fuzzy set theory and its more relevant applications in a variety of diverse fields. In this sense, it has also a referential character.
