In the wake of the food and financial crises of 20072008 and 2011, building resilient food systems to achieve food security for all has become one of the top goals of the development agenda. Resilient food systems are those in which people, communities, countries, and global institutions prevent, anticipate, prepare for, cope with, and recover from shocks and not only bounce back to where they were before the shocks occurred, but become even better off. Resilient food systems can help countries transition from a relief stage to a development path. However, despite widespread agreement on the importance of food security, we lack a systematic understanding of how to build capacity for resilient food systems as well as which approaches to building capacity work and why. This brief introduces a model that seeks to delineate the key capacity components of a resilient food system. It also develops a typology based on a countrys capacity to create, manage, and utilize human resources for a resilient food system that suggests a systematic method for prioritizing investments in capacity building across countries. Taken together, such a framework facilitates an exploration of what we know and dont know about developing capacity for resilient food systems.

Food systems face shocks varying in breadth and duration from a wide array of sources. These shocks can affect all aspects of a countrys food system, threatening the food security of its citizens. Low levels of capacity to address food system shocks are a major development challenge. This paper presents a conceptual framework for assessing the capacity of a food system to become more resilient, regardless of what kind of threat it faces. It suggests that food systems can be categorized into three subsystems: a policy system; markets, trade, and institutions; and a production system. Within each of these systems, three dimensions of capacity are analyzed: individual capacity, organizational capacity, and system capacity. The paper explores examples of building capacity within this framework and identifies key knowledge and research gaps. It also presents a typology as a possible tool for prioritizing investments in capacity building for resilience across countries.

The coronavirus pandemic has upended local, national, and global food systems, and put the Sustainable Development Goals further out of reach. But lessons from the world’s response to the pandemic can help address future shocks and contribute to food system change. In the 2021 Global Food Policy Report, IFPRI researchers and other food policy experts explore the impacts of the pandemic and government policy responses, particularly for the poor and disadvantaged, and consider what this means for transforming our food systems to be healthy, resilient, efficient, sustainable, and inclusive. This study seeks to provide empirical evidence on the economic impacts that are generated through the Geographical Indication (GI) process beginning with the official recognition of a GI and the steps that follow. It focuses on the food sector and reviews nine cases, offering a variety of national contexts and local value chains. The approach, considers “operational” GI processes: those in which a code of practice (or specifications) is defined and the GI is used and managed by a collective organization. The synthetic outcome of these nine cases show the positive effect of GIs on the economy and confirm the importance of specification that is well defined and implemented through producers’ coordinated action.

The frequency of natural disasters, especially storms and floods, has been increasing globally over the last several decades. Developing countries are especially vulnerable to such disasters but are often the least capable of coping with the associated impacts because of their limited adaptive capacity. Despite the increased interest in strengthening institutional capacity, it remains a challenge for many developing countries. Institutional capacity for disaster management and risk reduction can be built through various mechanisms. One key approach is via the agriculture sector, where climate-resilient agriculture has become an effective tool for adapting to climate change and developing resilience in the long run – resulting in increased capacity for disaster management and risk reduction at the system, institutional, and individual levels. This paper presents the experiences of four countries, which we have evaluated to develop an institutional strengthening framework.
