Large-scale systemic state capture, which is the root of widespread corruption, is acquiring such proportions in Serbia that it may undermine the success of its transition. 'State capture' is defined as any group or social strata, external to the state, that seizes decisive influence over state institutions and policies for its own interests and against the public good. The appropriation of state institutions and functions by the political party leadership is being carried out at an alarming rate in Serbia, as supported by research data in this paper by Vesna Pesic, an International Policy Research Fellow. The phenomenon of state capture is explored in depth looking at its background, prevalence and variety of mechanisms in Serbia today. The author concludes with policy options and recommendations to help curb corruption, address the deep mistrust expressed by the Serbian people about their political system, and to pave the way for democratic transition.

While sovereignty is increasingly contested within academic circles, most recent military conflicts have been over issues of sovereignty in some form. Focusing on Yugoslavia in the 1990s, this book explores the issues surrounding 'sovereignty' and calls for a radical rethinking of the notion and the institutions and practices that it grounds.

Discusses Serbia’s struggle for democratic values after the fall of the Milošević regime provoked by the NATO war, and after the trauma caused by the secession of Kosovo. Are the value systems of the post-Milošević era true stumbling blocks of a delayed transition of this country? Seventeen contributors from Norway, Serbia, Italy, Germany, Poland and some other European countries covered a broad range of topics in order to provide answers to this question. The subjects of their investigations were national myths and symbols, history textbooks, media, film, religion, inter-ethnic dialogue, transitional justice, political party agendas and other related themes. The authors of the essays represent different scholarly disciplines whose theoretical conceptions and frameworks are employed in order to analyze two alternative value systems in Serbia: liberal, cosmopolitan and civic on the one hand, and traditional, provincial, nationalist on the other.

Welfare states are the product of economic, political and social interactions, and undergo changes as these interactions transform. Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories. In a global context of changing economic circumstances and contending political responses, macroeconomic policy and welfare state reform become order of the day. By featuring the ways that states adjust to new pressures, this book’s arguments may come in handy to those trying to make sense of the crisis and the powers that drive the policy solutions.

The book analyzes the topic of judicial reforms in four countries of South-East Europe, focusing on two specific factors that have influenced the reforms in the past two decades: the role played by the European Union in light of the east Enlargement process and the legacies of the communist regimes. Specifically, the aim is to account for similarities and differences in the reform paths of Slovenia, Romania, Croatia, and Serbia. In each country, in fact, the influence of the EU policies has been differently mediated by national factors that, broadly conceived, may be considered as expressing the legacies of the past regimes. In some cases, these legacies challenged judicial reforms and inhibited the influence of the EU; in other cases, they were positively overcome by following the route suggested by the EU. Some explanatory factors for these differences will be proposed drawing from democratization studies, Europeanization literature, and comparative judicial systems. The book focuses on countries having different status vis-a` -vis the EU and differently involved, in term of timing, in the EU accession process: some of them are new member states entered in 2004 (Slovenia) or in 2007 (Romania); others were, until recently, acceding countries (Croatia) or candidates to the membership (Serbia). Drug Trafficking, Corruption and States is cutting edge research. Garay Salamanca and Salcedo-Albarn, along with their contributing authors help document the transition from economic to political imperatives within transnational drug cartels. The break from the Zetas by La Familia Michoacana is one example contained in their empirical survey. Social Network Analysis is their tool for illuminating the varying dynamics of cartel-state inter-penetration and reconfiguration.
