Although there are many competing visions of information infrastructure, there is universal agreement that standards will play a critical role. The history of OSI, the Internet, and industry consortia shows that standards development has become a rich, multifaceted process, critically linked to market strategy and major issues of public policy. The thirty-three contributions to this book present a comprehensive picture of the state of the art in standards development for information technology and the options for federal policy. Many organisations are using an increased range of information technologies to support a variety of new organisational practices and organisational forms. The book aims to investigate the integration of information technologies into work places and their effect on work and work-life. Issues include changes in: the nature, quantity and quality of work; power relations; privacy; and aspects of organisational culture. The book also considers the social process of shifting from present organisational structures and practices to new ones.

This book contains a key component of the NII 2000 project of the Computer Science and Telecommunications Board, a set of white papers that contributed to and complements the project's final report, The Unpredictable Certainty: Information Infrastructure Through 2000, which was published in the spring of 1996. That report was disseminated widely and was well received by its sponsors and a variety of audiences in government, industry, and academia. Constraints on staff time and availability delayed the publication of these white papers, which offer details on a number of issues and positions relating to the deployment of information infrastructure.

Technological Infrastructure Policy provides a systematic treatment of technological infrastructure (TI) and Technological Infrastructure Policy (TIP) which are emerging fields of interest both for academic economists and for policy makers in both advanced and developing economies. The specific topics covered include: the role of TI in economic growth and development; the nature and definition of TI; TI-components; the relationships between TI and markets; salient features of TIP. Technological Infrastructure Policy reflects the distinction made between basic and advanced TI. Basic TI involves the collective absorption of foreign technology for subsequent diffusion to domestic firms. Several chapters explicitly deal with this process with an emphasis on the supply of advisory services to small and medium enterprises. Advanced TI involves precompetitive, cooperation research and development in cutting edge technologies undertaken by consortia of firms. Several examples of advanced TIP are given. The novel integration of various conceptual and practical aspects of TI and TIP is the strong point of this book.

Technological standards are a cornerstone of the modern information economy, affecting firm strategy, market performance and, by extension, economic growth. While there is general agreement that swift movement to superior technological standards is a worthwhile goal, there is much less agreement on the central policy questions: do markets choose efficient standards? How do standards organizations affect the development of standards? And finally, what constitutes appropriate public policy toward standards? In this volume, leading researchers in public policy on standards, including both academics and industry experts, focus on these key questions. Given the dearth of applied work on standards and public policy, this volume significantly advances the frontier of knowledge in this critical but understudied area. This work examines the governance of large technical systems (LTS) at firm, imdustry and state levels and the interactions between the systems and society. In particular, international contributors explore the implications of major technological , economic and social changes during the last twenty years for traditional forms of LTS governance. The present volume aims to provide an overview of the current understanding of the so-called Critical Infrastructure (CI), and particularly the Critical Information Infrastructure (CII), which not only forms one of the constituent sectors of the overall CI, but also is unique in providing an element of interconnection between sectors as well as often also intra-sectoral control mechanisms. The 14 papers of this book present a collection of pieces of scientific work in the areas of critical infrastructure protection. In combining elementary concepts and models with policy-related issues on one hand and placing an emphasis on the timely area of control systems, the book aims to highlight some of the key issues facing the research community.
