The investment promotion puzzle remains unsolved. Nearly every country in the world has established an investment promotion agency (IPA) to attract and retain foreign direct investment (FDI) in both greater quantities and of higher “quality.” Meanwhile, the literature has been virtually silent on investment promotion and its effects on FDI. As a result, we know little about what such agencies look like in different countries, what they do, how they do it, and whether and to what extent they make a difference. How to Solve An Investment Promotion Puzzle aims to fill in this gap by providing detailed information on the organization, functions and activities, and operational modalities of IPAs across over 50 countries in LAC and OECD, distilling similarities and differences and creating a new basis for peer-to-peer benchmarking and analysis of their impact. As such, it can serve as a useful guide to professionals and policymakers interested in designing better policies for FDI.

In 2010, the Latin American and Caribbean region showed great resilience to the international financial crisis and became the world region with the fastest-growing flows of both inward and outward foreign direct investment (FDI). The upswing in FDI in the region has occurred in a context in which developing countries in general have taken on a greater share in both inward and outward FDI flows. This briefing paper is divided into five sections. The first offers a regional overview of FDI in 2010. The second examines FDI trends in Central America, Panama and the Dominican Republic. The third describes the presence China is beginning to build up as an investor in the region. Lastly, the fourth and fifth sections analyze the main foreign investments and business strategies in the telecommunications and software sectors, respectively.

This book provides an overview and analysis of the increased presence of European investors in Latin America, in addition to presenting the results of a survey carried out in the major European investor countries whose aim was to analyze corporate investment strategies in Latin America.

The growth of institutional capacity in the developing world has become a central theme in twenty-first-century social science. Many studies have shown that public institutions are an important determinant of long-run rates of economic growth. This book argues that to understand the difficulties and pitfalls of state building in the contemporary world, it is necessary to analyze previous efforts to create institutional capacity in conflictive contexts. The book examines how Latin American countries and Spain tried to build modern and efficient state institutions for more than a century - without much success. This publication examines the empirical evidence on the privatisation measures introduced in the Latin American region since the 1980s, in light of recent criticisms of the record of privatisation and allegations of corruption, abuse of market power and neglect of the poor. It includes case studies on the privatisation debate in Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, and Peru; and sets out recommendations for future reforms.
