Southeast Asia, with a total population of 520 million, remains a region characterized by fragmentation, diversity, and considerable internal conflict despite the unifying influence of the Association of Southeast Asian Nations (ASEAN), formed some thirty-five years ago. In the new millennium, it has lost the distinction of being one of the worlds faster growing group of economies since the 1997 financial crisis. While it has benefited from the winds of globalization, it has now to cope with the painful adjustments to problems that stem from the inadequacies of good governance and structural changes.

Southeast Asian Affairs, of which there are now thirty in the series, is an annual review of significant developments and trends in the region. The contributions can be divided into two braod categories. There are those which provide an analysis of major developments during 2002 in individual Southeast Asian countries and in the region generally. Then there are the theme articles of a more specialised nature which deal with topical problems of concern.

Southeast Asia: A Testament covers the tragic history of post war Indonesia from its successful struggle against the Dutch to Suharto's bloody overthrow of Sukarno in 1965. It also gives a personal account of the US involvement in Indochina, where George Kahin was an early critic of the Vietnam war and struggled to open the eyes of policy makers to the historical, political and military realities of the Vietnamese situation. Kahin also witnessed the reluctant involvement of Cambodia in the conflict, and the 1970 coup against Prince Sihanouk which paved the way for the Communist accession to power. Member states of ASEAN - the Association of South-East Asian Nations - have developed a distinctive approach to political and security co-operation, which builds on the principles of sovereign equality, non-intervention and non-interference, quiet diplomacy, mutual respect, and the principle of not involving ASEAN in mediating bilateral disputes among the membership. This book examines the origins of ASEAN's diplomatic and security culture and analyses how over time its key principles have been practised and contested as ASEAN states have responded to regional conflicts as well as challenges posed by the major regional powers, ASEAN's enlargement, and the Asian financial crisis.
