Excerpt from Commercial Education in Public Secondary Schools This book deals with some important contemporary problems of commercial education in secondary schools, considered from the point of View of the investi gator, teacher, and administrative officer, and aims at con structive proposais based on the actual needs of business as it is. These constructive proposals are the outcome of a critical examination of contemporary commercial education in secondary schools, together with certain investigations in the field of business in several cities in the United States, and of earlier studies by the author of commercial education in Europe. The volume also contains, in Chapter VI, Mr. Thompson's report on commercial education in the high schools of the city of New York, constituting a part of my report submitted to the Committee on School Inquiry of the Board of Estimate and Apportionment in 1912. Excerpt from The Commercial Program of Studies for High Schools Throughout the entire civilized world records and correspondence are coexistent with commercial transactions and are used in various ways other than commercial. In fact, the time has arrived when instruction in keeping simple accounts, the general principles of business and the use of the typewriter should be a part of the education of every boy and girl, and comparatively few there are who enter commercial life who, at some point in their career, will not find shorthand useful in their progress, if not, indeed, all their lives. The use of these subjects is universal; instruction in them should be equally universal. Place of Subjects in Curriculum Four Year - High School General Subjects The place of general subjects in the commercial program of studies will be determined by their place in other programs of the school. General Commercial Subjects In some schools commercial geography is given in the second year and in others in the first year. It is the writer's opinion that this subject should be broken up into two courses, giving elementary economic geography in the first year and transportation and markets in the second year. A large amount of laboratory work should be given in these courses. Commercial arithmetic is usually given in the first or second year. It is well also to give some advance commercial arithmetic and review in the senior year. Commercial law may be given profitably either in the junior or senior year, likewise business organization and administration, and credits and collections. However, it is preferable to have commercial law precede and credits and collections. Technical Commercial Subjects Typewriting may be offered as early as the seventh year, and at least one year of it should be required of all commercial students. If its is begun in the seventh year, more than one year of typewriting should be required. In the secretarial course typewriting should be taken each year that shorthand is studied. The year in which shorthand is introduced will depend upon the purposes to be served and local conditions. Excerpt from Making a High School Program The public is devoting more and more of its treasure to the school, particularly to the high school. The high school principal has a responsibility for the economy and efficiency of his school organization. Care and economy mean more funds for education. We might raise salaries on what is now wasted. In industry, with rising labor costs has come greater attention to individual economies. The school cannot escape the tendency. Does the high school principal know whether or not he is getting full efficiency from his organization? Is the work evenly divided? Are teachers overworked or underworked? Are pupil divisions evenly constructed? Are program difficulties solved? The high school principal needs in his equipment the engineers capacity. He is an educational engineer. The high school program, indeed, is an engineering problem. No system of making a high school program on the trial-and-error method is defensible. From mathematical reasons it must be faulty. No purely mechanical method of making a program is adequate, for the result is wrong and the pupils and teachers are the necessary victims. A high school program must be scientifically constructed if it is to be accepted as adequate to the situation presented. Poor high school programs are responsible today for great waste of money in the employment of unnecessary teachers, in the uneven distribution of work, in preventing pupils' range of choice of subjects, and in unnecessary worry and confusion throughout the organization. The professionally trained high school principal can easily find a way out of the program difficulties.
