Many African countries liberalized in the belief that international competition would stimulate efficiency, growth and technological dynamism. The results are mixed, but largely disappointing. This book examines why, looking at technological reactions to liberalization in garments and engineering in Tanzania, Kenya and Zimbabwe, countries with different levels of industrialisation and differing degrees of liberalization. Its findings, aimed at practitioners and researchers, explain why the assumptions underlying liberalisation are often flawed, why capabilities differ, and why they lag behind other regions.

Micro and small enterprises (MSEs) have been recognized as a major contemporary source of employment and income in a growing number of developing countries. Yet, relatively little is known about the characteristics and patterns of change in these enterprises. This volume examines the dynamics of MSEs in the development process. Drawing on a unique set of surveys conducted in twelve countries in Africa and Latin America the authors map the patterns of change in MSEs in the developing world. Subjects covered include: * significance of new start and closure rates of MSEs * factors involved in expansion rates and growth patterns of MSEs * the role of gender in MSEs evolution.

World Bank Discussion Paper No. 292. Examines the anatomy of the Republic of Korea's financial reform policy since 1979 in order to place the nation's financial reform plan of 1993 in a proper context. Financial deregulation in the Republic of Korea, initiated in 1979, coincided with similar programs in South America and East Asia. The reforms were successful in spite of a mild form of financial repression and a deregulation policy that ran an erratic course. The republic moved decisively in 1993 toward a conventional type of financial liberalization by announcing a blueprint of reforms to be implemented over a five-year period ending in 1997. This paper examines the anatomy of the Korean financial reform policy since 1979 in order to place its financial reform plan of 1993 in the proper context. The report presents a conceptual framework of the Korean financial system and policies, examines interest rate reforms on various levels, and discusses changes in the credit allocation system that were undertaken in earlier phases of the reforms. The book goes on to review the rationale of the final financial reform phase, the sequencing of its various elements, and the assessment. Broad conclusions are presented.

This report addresses the most important challenges facing the Latin America and Caribbean region as it attempts to replace its traditional economic and social structures, including populist institutions, with a modern, efficient, administrative state. The analysis focuses on the political economy of pending reforms and their ramifications. The report discusses (1) recent economic and political developments; (2) systemic issues such as high real interest and unemployment rates and declining export growth; (3) social policies and the need to consolidate macroeconomic stability; and (4) how to define and build the new Latin American state. An appendix provides detailed information on selected country performance.
