No two markets for voluntary health insurance (VHI) are identical. All differ in some way because they are heavily shaped by the nature and performance of publicly financed health systems and by the contexts in which they have evolved. This volume contains short structured profiles of markets for VHI in 34 countries in Europe. These are drawn from European Union member states plus Armenia Iceland Georgia Norway the Russian Federation Switzerland and Ukraine. The book is aimed at policy-makers and researchers interested in knowing more about how VHI works in practice in a wide range of contexts. Each profile written by one or more local experts identifies gaps in publicly-financed health coverage describes the role VHI plays outlines the way in which the market for VHI operates summarises public policy towards VHI including major developments over time and highlights national debates and challenges. The book is part of a study on VHI in Europe prepared jointly by the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe. A companion volume provides an analytical overview of VHI markets across the 34 countries.

Since 2010 the European Union has been plagued by crises of democracy and the rule of law, which have been spreading from Central and Eastern Europe (CEE), catching many by surprise. This book argues that the professed success of the 2004 big bang enlargement mirrored the Potemkin villages erected in the new Member States on their accession to Europe. Slovenia is a prime example. Since its independence and throughout the accession process, Slovenia has been portrayed as the poster child of the 'New Europe'. This book claims that the widely shared narrative of the Slovenian EU dream is a myth. In many ways, Slovenia has fared even worse than its contemporary, constitutionally-backsliding, CEE counterparts. The book's discussion of the depth and breadth of the democratic crises in Slovenia should contribute to a critical intellectual awakening and better comprehension of the real causes of the present crises across the other CEE Member States, which threaten the viability of the EU and Council of Europe projects. It is only on the basis of this improved understanding that the crises can be appropriately addressed at national, transnational and supranational levels.

This book re-constructs the evolution of the border conflict between Croatia and Slovenia. The aim is to reveal the processes at work, the historical and contemporary circumstances, and the strategies and motives of the actors involved. The book highlights the roles of the European Union and of judicial third parties in the management of the conflict. Further, it considers the precedent-setting value of the Slovenian-Croatian conflict, the attempts at its resolution, and what they mean for the ongoing and prospective EU enlargement in South East Europe. Internal documents and interviews are at the heart of this process-tracing analysis, which discusses the third-party roles of the European Commission and the EU Council Presidency in 2008/2009 as a mediator-facilitator in the drafting stages of the arbitration agreement, and the judicial work of the arbitration tribunal and the EU Court of Justice. This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors – cohesion, border managements and the environment – and assesses the degree to which the European Union’s engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance. Although there is a tendency to view the Balkans as peripheral, this book argues that South East European states are central to what the EU is and aspires to become, and goes to the heart of many of the key issues confronting the EU. It compares changing modes of governance in the three policy areas selected because they are contentious issues in domestic politics and have trans-boundary policy consequences, in which there is significant EU involvement.
