We have all heard drivers complain of the annoyance of traffic signs and signals, but we must realize that the regulations provided by these signals are absolutely necessary if today's traffic continues to move with safety. However, the increasing population has led to several inconsistencies of traffic lights. This work presents the design and construction of an improved digital lighting system for the Government Reserved Area (G.R.A.) junction, Aba - Port Harcourt expressway, Nigeria based on a principle of generating electrical pulses that are counted and decoded with Johnson counters. The CD4017 counter and decoder forms the heart of the circuitry which is driven by pulses from a signal generator (NE555).Based on the traffic flow data collected from the junction, timing was allocated to each of the roads to show improvisation. This timing was assigned to pulses from the synchronous counters. Radiant light and heat from the sun is harnessed and used to charge a 6v battery using photovoltaic cells. This powers the circuitry in the event of power failure.

By considering vehicle, signal, and road lighting as integrated means of communication, this unique authoritative work explains the thinking and scientific reasoning behind various forms of lighting and analyzes their contribution to the driver's understanding of real and potential road hazards. Attention is also given to how these forms of lighting are likely to evolve in response to the development of new technology and an improved understanding of ergonomics.

This handbook, which was developed in recognition of the need for the compilation and dissemination of information on advanced traffic control systems, presents the basic principles for the planning, design, and implementation of such systems for urban streets and freeways. The presentation concept and organization of this handbook is developed from the viewpoint of systems engineering. Traffic control studies are described, and traffic control and surveillance concepts are reviewed. Hardware components are outlined, and computer concepts, and communication concepts are stated. Local and central controllers are described, as well as display, television and driver information systems. Available systems technology and candidate system definition, evaluation and implementation are also covered. The management of traffic control systems is discussed.
