Beijing has faced the challenge of granting autonomy to ethnic minorities but maintaining their loyalty to the Chinese state. This paper tackles complex issues of ethnic identity and nationalism among the most politically sensitive groups in China: the Uyghurs, Tibetans, Mongols, Huis, and Kazaks. Specifically, it draws on original research conducted by the authors, the 2006-2007 Chinese Ethnicity Surveys, to explore the extent to which ethnic minorities are sinicized and the meaning of being Chinese. With an analysis of current arguments about whether national identity in contemporary China is based on a Han-dominant Confucian tradition or a multiethnic society that originated during the Qing empire, Separate but Loyal examines ethnic identity through the lens of ethnic-language learning, religious practices, and interethnic marriage. It also provides an illuminating comparison of perceptions of group identity and national identity in China with those in the United States and Russia. The survey points to some surprising findings, including the fact that ethnic minorities in China showed higher levels of both ethnic identity and national identity than U.S. and Russian respondents. These findings seem to support the argument that national identity is based on the multiethnic Chinese state, and they offer a rare empirical perspective on how the government can maintain the balance needed to preserve its legitimacy.

Elena Barabantseva looks at the close relationship between state-led nationalism and modernisation, with specific reference to discourses on the overseas Chinese and minority nationalities. The interplay between modernisation programmes and nationalist discourses has shaped China’s national project, whose membership criteria have evolved historically. By looking specifically at the ascribed roles of China’s ethnic minorities and overseas Chinese in successive state-led modernisation efforts, This book offers new perspectives on the changing boundaries of the Chinese nation. It places domestic nation-building and transnational identity politics in a single analytical framework, and examines how they interact to frame the national project of the Chinese state. By exploring the processes taking place at the ethnic and territorial margins of the Chinese nation-state, the author provides a new perspective on China’s national modernisation project, clarifying the processes occurring across national boundaries and illustrating how China has negotiated the basis for belonging to its national project under the challenge to modernise amid both domestic and global transformations. This book will be of interest to students and scholars of Asian politics, Chinese politics, nationalism, transnationalism and regionalism.

In Shifts of Power: Modern Chinese Thought and Society, Luo Zhitian brings together nine essays to explore the causes and consequences of various shifts of power in modern Chinese society, including the shift from scholars to intellectuals, from the traditional state to the modern state, and from the people to society. Adopting a microhistorical approach, Luo situates these shifts at the intersection of social change and intellectual evolution in the midst of modern China’s culture wars with the West. Those culture wars produced new problems for China, but also provided some new intellectual resources as Chinese scholars and intellectuals grappled with the collisions and convergences of old and new in late Qing and early Republican China.

This ethnography explores contemporary narratives of “Han-ness,” revealing the nuances of what Han identity means today in relation to that of the fifty-five officially recognized minority ethnic groups in China, as well as in relation to home place identities and the country’s national identity. Based on research she conducted among native and migrant Han in Shanghai and Beijing, Aqsu (in Xinjiang), and the Sichuan-Yunnan border area, Agnieszka Joniak-Luthi uncovers and discusses these identity topographies. Bringing into focus the Han majority, which has long acted as an unexamined backdrop to ethnic minorities, Joniak-Luthi contributes to the emerging field of critical Han studies as she considers how the Han describe themselves - particularly what unites and divides them - as well as the functions of Han identity and the processes through which it is maintained and reproduced. The Han will appeal to scholars and students of contemporary China, anthropology, and ethnic and cultural studies.

The "war on terror" has generated a scramble for expertise on Islamic or Asian "culture" and revived support for area studies, but it has done so at the cost of reviving the kinds of dangerous generalizations that area studies have rightly been accused of. This book provides a much-needed perspective on area studies, a perspective that is attentive to both manifestations of "traditional culture" and the new global relationships in which they are being played out. The authors shake off the shackles of the orientalist legacy but retain a close reading of local processes. They challenge the boundaries of China and question its study from different perspectives, but believe that area studies have a role to play if their geographies are studied according to certain common problems. In the case of China, the book shows the diverse array of critical but solidly grounded research approaches that can be used in studying a society. Its approach neither trivializes nor dismisses the elusive effects of culture, and it pays attention to both the state and the multiplicity of voices that challenge it.
