The report addresses the author's impression that the "traditional" (M-Day) senior ARNG officer is treated less than equitably with respect to command assignments and selection for resident training opportunities. In the case of command opportunities (defined for the report as O-5 and higher level commands), the data reveals that the traditional senior ARNG officer is not at a disadvantage when compared with the military technician and AGR officers with whom he/she competes for these same positions. There is a trend, however, indicating a reduction in the number of M-Day commanders in favor of technicians and AGR. As for training opportunities (limited in this report to an analysis of selection for resident SSC, including fellowships), the report indicates a decided inequity towards the traditional guardsmember. The bias exists at two (2) levels: first, with respect to the M-Day officer when compared to other (ARNG officers (technician and AGR); and secondly, of course, the ARNG (including M-Day) when compared with the active duty component. The author makes specific recommendations to offer the traditional (M-Day) senior ARNG officers a more equitably representation in the resident SSC population.
