This book explores the family allowance phenomenon from the idea's debut in the House of Commons in 1929 to the program's demise as a universal program under the Mulroney government in 1992. Although successive federal governments remained committed to its underlying principle of universality, party politics, bureaucracy, federal-provincial wrangling, and the shifting priorities of citizens eroded the rights-based approach to social security and replaced it with one based on need. As almost all newspaper or magazine readers know, Canada figured prominently in the turbulent U.S. debates over health care reform in the early Clinton presidency. Furthermore, future news analysts and policymakers will undoubtedly again use Canada to cite the "good" and the "bad" aspects of single-payer national health insurance. Beyond the debate about the desirability of Canadian-style health care reforms, Antonia Maioni sees another question: Why did the United States and Canada, alike in so many ways, part "at the crossroads" to produce such different systems of health insurance? She answers this previously neglected query so interestingly that her book will hold the attention of anyone concerned with health care in either country or both. The author explores the development of health insurance in the United States and Canada, from the emergence of health care as a political issue in the 1930s to the passage of federal health insurance legislation in the 1960s. Focusing on how political institutions influence policy development, she shows that Canada's federal structure and its parliamentary institutions encouraged a social-democratic third party that became pivotal in demonstrating the feasibility of universal, public health insurance. Meanwhile, the constraints of the U.S. political system forced health care reformers to temper their own ideas to appeal to a wide coalition within the Democratic party. Even readers previously unfamiliar with Canadian politics will find in this book important clues about the "realm of the possible" in the uncertain future of U.S. health care.

Recent explanations of public policy have increasingly focused on "state-centred" theories which emphasize internal state dynamics, as opposed to "society-centred" theories which concentrate on external forces such as interest group pressure. State, Class, and Bureaucracy assesses the fruitfulness of these approaches by comparing neo-Marxist and neo-pluralist explanations (society-centred) with explanations that emphasize the effects of bureaucracy and federalism (state-centred). Unemployment insurance (UI) was chosen as a case study because of its importance to employer and employee groups; if any program or policy is susceptible to a society-centred explanation, UI should be.

Both historical and contemporary features of Canadian social welfare are explored in this wide-ranging and in-depth collection. Social Fabric or Patchwork Quilt explores the evolution of the Canadian social welfare state from a system based upon voluntarism and philanthropy to one in which the State's involvement has increased considerably. It also shows how the roles of governments at all levels have changed in recent times. Chapters describe the developing Canadian welfare state from Confederation to the present. Beginning with an integrative framework in the general introduction, the selected essays represent many perspectives: chronological, regional, multidisciplinary and ideological. An important feature of this collection is the consideration of providers and recipients. Such wide-ranging outlooks are possible given the diverse backgrounds of contributors, which include historians, sociologists, social workers, public policy experts and political scientists. As well as historical and sociological studies, topics include key programs (discussed in detail), the quality of services received by principal target groups, new directions in research; some contributions even revisit foundational older works and key government documents.
