Sobre el libro: La Revolución Bolivariana es un proceso en marcha y está creando colectivamente y democráticamente, paso a paso, golpe a golpe un nuevo modelo de estado. El estado bolivariano es auténtico se fundamenta en la historia, las ideas solidarias de Simón Bolívar y la prioridad de los derechos humanos básicos de "seguridad y subsistencia" de todos los venezolanos sin exclusiones. Es revolucionario primero porque incorpora participativamente a un sector mayoritario de la población -incluyendo a los pobres y a los militares-- que habían sido históricamente marginados y excluidos de la política, la economía y la sociedad. Segundo, porque el nuevo modelo de "Seguridad y Subsistencia" es lo opuesto a su predecesor histórico: el modelo de "Seguridad Nacional" o "Pacto de Punto Fijo." La "Seguridad Nacional" fue impuesta desde los Estados Unidos durante la guerra fría a toda su área de influencia y ha causado estragos: guerras, muertes, torturas y la violación sistemática de los derechos humanos en Venezuela, en Latinoamérica y en muchas partes del mundo. Tercero, porque el modelo bolivariano ofrece una respuesta democrática y solidaria al capitalismo salvaje que propone el neo-liberalismo en la actualidad. Venezuela hoy nos ofrece algo radicalmente diferente, es "la posibilidad optimista" de una democracia nueva, solidaria, soberana, socialista, moderna, no dogmática y por qué no, ecológica.

The events of September 11, 2001, combined with a pattern of increased crime and violence in the 1980s and mid-1990s in the Americas, has crystallized the need to reform government policies and police procedures to combat these threats. Public Security and Police Reform in the Americas examines the problems of security and how they are addressed in Latin America and the United States. Bailey and Dammert detail the wide variation in police tactics and efforts by individual nations to assess their effectiveness and ethical accountability. Policies on this issue can take the form of authoritarianism, which threatens the democratic process itself, or can, instead, work to "demilitarize" the police force. Bailey and Dammert argue that although attempts to apply generic models such as the successful "zero tolerance" created in the United States to the emerging democracies of Latin America—where institutional and economic instabilities exist—may be inappropriate, it is both possible and profitable to consider these issues from a common framework across national boundaries. Public Security and Police Reform in the Americas lays the foundation for a greater understanding of policies between nations by examining their successes and failures and opens a dialogue about the common goal of public security.

Criminal Policy in Transition comes along at a time when the literature in criminology is desperately short of “global” perspectives. It helps fill that gap while it presents important new insights into changing penal policy and practice. That it raises as many questions as it seems to answer is one of its great strengths. The authors write knowledgeably about their home societies without being prematurely bounded by comparative criteria. As a result,they develop a complex and uneven image of similarities and differences, of divergence and convergence through time. In this sense the collection offers a model of how international collaborative work should proceed. La Constitución de la Nación Argentina de 1853 fue dictada por el Congreso reunido por Urquiza en la ciudad de Santa Fe. Este texto se inspira en las Bases y puntos de partida para la organización política de la República Argentina publicada un año antes por Juan Bautista Alberdi. Su objetivo era constituir la unión nacional, afianzar la justicia, consolidar la paz interior, proveer a la defensa común, promover el bienestar general y asegurar los beneficios de la libertad para todos los hombres. La Constitución consta de dos partes: la primera se refiere a las declaraciones, derechos y garantías, mientras que la segunda se ocupa de las autoridades de la Confederación, incluyendo el Gobierno Federal y el Poder Legislativo. El Congreso tiene la atribución de formar y sancionar las leyes.
