This book uses the experiences of Croatia and Serbia-Montenegro to examine the control, management and reform of armed forces, police and intelligence agencies in the aftermath of conflict and authoritarianism. In this context, the book assesses the theory and practice of security sector reform programs in the context of Europe and the Western Balkans, the relationship between security sector reform and normative international policy more generally, and the broader dynamics of post-authoritarian and post-conflict transformation.

This book is about the relationship between societies and their security forces at times of great political and societal change. It uses the experiences of Croatia, Serbia and Montenegro to examine the control, management and reform of armed forces, police and intelligence agencies in the aftermath of conflict and authoritarianism. The book assesses the theory and practice of security sector reform programmes in the context of Europe and the Western Balkans, the relationship between security sector reform and normative international policy more generally, and the broader dynamics of post-conflict and post-authoritarian transformation. In so doing it addresses two underlying questions. First, how and in what ways does reform in the security sector interrelate with processes of domestic political and societal transformation, particularly democratisation. Second, how and in what ways do these processes relate and respond to internationally-driven efforts to promote a particular type of security sector reform as a component of wider peacebuilding and democracy promotion strategies.

Multilateral organizations - the United Nations (UN) in particular - have played, and continue to play, an important role in shaping the security sector reform (SSR) agenda, both in terms of policy development and the provision of support to a wide range of national SSR processes. This volume presents a variety of perspectives on UN support to SSR, past and present, with attention to policy and operational practice. Drawing from the experience of UN practitioners combined with external experts on SSR, this volume offers an in-depth exploration of the UN approach to SSR from a global perspective.

This volume analyses the role of civil society in the reform and oversight of the security sector in post- communist countries as a key aspect of the transition towards democracy. It is widely accepted that civil society actors have an important contribution to make in the governance of the security sector. However, that specific role has not been subject to much close or comparative examination. This book constitutes an attempt to examine and compare experiences of civil society participation in security oversight across Central and Eastern Europe. The first part of the volume presents the reader with the theoretical and conceptual background against which the potential role of civil society in security sector governance can be understood and assessed. The remainder of the book is comprised of nine country studies of civil society engagement with the security sector. Reviewing developments over the past 15 years of regime transformation in the region, the book draws upon a rich variety of cases that cast light on the different experiences, challenges, and successes of civil society actors and the media in democratisation, security sector reform, and the exercise of democratic oversight of the security sector.

Over the last decade the failure of countries to emerge from conflict has focused attention on state security sectors. This book examines how the external approaches to security sector reform (SSR) have evolved and what they entail; the specific problems faced by the SSR agenda; and what policy recommendations for engagement can be drawn from reform experiences.

Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.
