Excerpt from Secret Diplomatic History of the Eighteenth Century In the Preface to "The Eastern Question," by Karl Marx, published in 1897, the Editors, Eleanor Marx Aveling and Edward Aveling, referred to two series of papers entitled "The Story of the Life of Lord Palmerston," and "Secret Diplomatic History of the Eighteenth Century," which they promised to publish at an early date. Mrs. Aveling did not live long enough to see these papers through the press, but she left them in such a forward state, and we have had so many inquiries about them since, that we venture to issue them without Mrs. Aveling's final revision in two shilling pamphlets. This volume investigates secret diplomacy with the aim of understanding its role in shaping foreign policy. Recent events, including covert intelligence gathering operations, accusations of spying, and the leaking of sensitive government documents, have demonstrated that secrecy endures as a crucial, yet overlooked, aspect of international diplomacy. The book brings together different research programmes and views on secret diplomacy and integrates them into a coherent analytical framework, thereby filling an important gap in the literature. The aim is to stimulate, generate and direct the further development of theoretical understandings of secret diplomacy by highlighting ‘gaps’ in existing bodies of knowledge. To this end, the volume is structured around three distinct themes: concepts, contexts and cases. The first section elaborates on the different meanings and manifestations of the concept; the second part examines basic contexts that underpin the practice of secret diplomacy; while the third section presents a series of empirical cases of particular relevance for contemporary diplomatic practice. While the fundamental conditions diplomacy seeks to overcome – alienation, estrangement and separation – are imbued with distrust and secrecy, this volume highlights that, if anything, secret diplomacy is a vital, if misunderstood and unfairly criticised, aspect of diplomacy. This book will be of much interest to students of diplomacy, intelligence studies, foreign policy and IR in general.

The image of Peter the Great casts a long shadow in modern Russian thought and culture. As important to modern Russia as the French Revolution is to France and the Reformation is to Germany, the image of this militaristic ruler, founder of St Petersburg, and czar of all Russia from 1689-1725 has been central to Russian history, literature, and art since the early 1700s.; Riasanovsky, one of the foremost historians of Russia, traces the development of this image from 1700 to the present. Drawing examples from Russian historical accounts, literature, folklore, and the arts, he shows how the use of the image of Peter has reflected the changing cultural and political values of the Russian people.
