How do two conventionally powerful, nuclear armed, but commercially oriented great powers, reliant on sea lanes and global maritime infrastructure, engage in a long-term strategic rivalry? When do such competitions lead to crisis instability and even war? This book presents a research agenda using a variety of methods to explore this unique competitive environment for China and the United States. The most likely great power friction points today are located at sea. Any shots fired between China and the United States will likely be between navies and air forces rather than armies. While much security studies understandably concentrates on land forces, basic concepts such as the importance of territory, the offense-defense balance, technological competition, economic warfare, and crisis stability do not comfortably apply to maritime competition. The chapters in this volume consider the use of naval power - including blockades, naval diplomacy, fleet engagements, and nuclear escalation - across the spectrum of global politics and international conflict. The volume encourages applying the many classic approaches of security studies to this high-stakes relationship while considering maritime conflict as distinct from other forms, such as land and nuclear, that have traditionally occupied the field. This work will be of great interest to students of strategic studies, international relations, maritime security, and Asian-American politics. The French navy that fought in the Nine Years War was essentially Colbert's creation. Earlier in the century Richelieu had given France the beginnings of a navy: ships, ports, a corps of officers and an administra tive structure. But most of his work was undone by neglect in the years after his death, and the task of making France a maritime power had to begin again under Louis XIV. Colbert's efforts to build a navy were distinguished by the same stubborn energy that he brought to all his other tasks. Behind his desire for naval might lay his vision of France as the first commercial power in Europe, for he saw clearly that mercantile preponderance could never be achieved without the backing of a strong fleet of warships. Trade would follow the flag, as he believed it had for his envied models and perpetual rivals, the Dutch. Soon after Louis XIV's assumption of power, Colbert set about the enOImOUS labour of resurrecting the navy founded by Richelieu; he soon found that the task was really one of creation, virtually ex nihilo. Ships or built, sailors recruited, captains enticed home from were purchased service under foreign flags, bases planned and constructed, an adminis trative system established.

This book offers an assessment of the naval policies of emerging naval powers, and the implications for maritime security relations and the global maritime order. Since the end of the Cold War, China, Japan, India and Russia have begun to challenge the status quo with the acquisition of advanced naval capabilities. The emergence of rising naval powers is a cause for concern, as the potential for great power instability is exacerbated by the multiple maritime territorial disputes among new and established naval powers. This work explores the underlying sources of maritime ambition through an analysis of various historical cases of naval expansionism. It analyses both the sources and dynamics of international naval competition, and looks at the ways in which maritime stability and the widespread benefits of international commerce and maritime resource extraction can be sustained through the twenty-first century.
