Research Reports The publications in this series cover a wide range of subjects—from computer modelling to experience with water user associations—and vary in content from directly applicable research to more basic studies, on which applied for work ultimately depends. Some research reports are narrowly focused, analytical and detailed empirical studies; others are wide-ranging and synthetic overviews of generic problems. Although most of the reports are published by IWMI staff and their collaborators, we welcome contributions from others. Each report is reviewed internally by IWMI staff, and by external reviewers. The reports are published and distributed both in hard copy and electronically (www.iwmi.org) and where possible all data and analyses will be available as separate downloadable files. This study aims to assess the potential for the introduction of agricultural insurance services in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Philippines, with a view to fostering smallholders’ resilience against extreme natural events, such as floods, droughts and hurricanes, and promote their capacity to recover from such shocks. The study focuses on analysing and showcasing the opportunities and benefits associated with the introduction of tailored disaster risk insurance protection for small-scale farmers in BARMM; the core roadblocks and constraints that limit the diffusion of such services in the region’s agriculture sector; and options for the implementation of agri-insurance coverage based on different scenarios of collaboration involving public, private and non-profit stakeholders active in the region. The study was conceived as a general reference document and starting point for all types of stakeholders – government authorities, development agencies, financial institutions and non-governmental organizations – interested in designing and promoting agricultural insurance services for vulnerable actors in the Bangsamoro region.

The Ganges is one of the most complex yet fascinating river systems in the world. The basin is characterized by a high degree of heterogeneity from climatic, hydrological, geomorphological, cultural, environmental and socio-economic perspectives. More than 500 million people are directly or indirectly dependent upon the Ganges River Basin, which spans China, Nepal, India and Bangladesh. While there are many books covering one aspect of the Ganges, ranging from hydrology to cultural significance, this book is unique in presenting a comprehensive inter-disciplinary overview of the key issues and challenges facing the region. Contributors from the three main riparian nations assess the status and trends of water resources, including the Himalayas, groundwater, pollution, floods, drought and climate change. They describe livelihood systems in the basin, and the social, economic, geopolitical and institutional constraints, including transboundary disputes, to achieving productive, sustainable and equitable water access. Management of the main water-use sectors and their inter-linkages are reviewed, as well as the sustainability and trade-offs in conservation of natural systems and resource development such as for hydropower or agriculture.

This book discusses various climate smart agro-technologies, their technical and economic feasibility across heterogeneous agro-climatic conditions, assessing farmers’ willingness to adopt those technologies, impact of climate smart technology in agricultural production and possible policy and investment opportunities to upscale it. Containing eight chapters, the book starts with a discussion about the methodological aspects of priority setting of the farm technologies across various regions of South Asia including Eastern Indo-Gangetic plain, Western Indo-Gangetic Plain and arid regions. Using data from field based trials and expert solicitations, the book next deliberates on a list of feasible technologies, assessed by constructing climate smart Feasibility Index. Further on, there is an analysis, using stated preference method, of the behaviour of farmers in adopting climate smart technologies. Preference of women farmers has been given a special focus in this book. After discussing the method priority setting of the farm technologies, impact of climate smart technologies has been analysed using real time data. Government policies have been reviewed with the view of achieving climate smart agriculture in South Asia. The book also describes the optimization modelling framework for investment allocation and technology prioritization. The model integrates both the bio-physical and the economic optimization model to capture the agro-climatic heterogeneity within the region and the variability of technical feasibility across regions and crops. Results of this model will help policy makers to identify how much to invest, where to invest and what technologies to prioritize for investments.

Food systems are at a critical juncture—they are evolving quickly to meet growing and changing demand but are not serving everyone’s needs. Building more inclusive food systems can bring a wide range of economic and development benefits to all people, especially the poor and disadvantaged. IFPRI’s 2020 Global Food Policy Report examines the policies and investments and the growing range of tools and technologies that can promote inclusion. Chapters examine the imperative of inclusion, challenges faced by smallholders, youth, women, and conflict-affected people, and the opportunities offered by expanding agrifood value chains and national food system transformations. Critical questions addressed include: How can inclusive food systems help break the intergenerational cycle of poverty and malnutrition? \What can be done to strengthen the midstream of food value chains to improve rural access to jobs, markets, and services? Will Africa’s food systems generate sufficient jobs for the growing youth population? How can women be empowered within food system processes, from household decisions to policymaking? Can refugees and other conflict-affected people be integrated into food systems to help them rebuild their lives? How can national food system transformations contribute to greater dietary diversity, food safety, and food quality for all? Regional sections look at how inclusion can be improved around the world in 2020 and beyond. The report also presents interesting trends revealed by IFPRI’s food policy indicators and datasets.
