Since the expansion of democracy, and the election of the CCF Government in 1944, the people of Saskatchewan have consistently felt that natural resources should be developed for the benefit of all. [...] In Canada today, and in many other countries, economic rent from resource extraction and use is considered to be the difference between the basic international price of a commodity less all the costs of production - including exploration, development of the extraction process, operating the system, the capital invested and the transportation costs. [...] Economic rent under this definition would include the excess profits captured by the corporations, as well as the special taxes, fees and royalties, which are used by governments to try to appropriate a share of the rent for the general public - the legal owners of the natural resources. [...] The theory is that the private company responsible for the extraction owes royalties to the owners of the resource, the general public, and this should be considered a basic cost of production. [...] For example, in 2004-5 there was a major increase in the price of oil and natural gas unrelated to the cost of extraction, and the monopoly rent was captured by the private corporations and their owners.

Thanks to increasingly extreme forms of oil extraction, Canada’s largest oil-producing provinces underwent exceptional economic growth from 2005 to 2015. Yet oil’s economic miracle obscured its ecological costs. Fossilized traces this development trajectory, assessing how the governments of Alberta, Saskatchewan, and Newfoundland and Labrador offered extensive support for oil-industry development, and exploring the often downplayed environmental effects of extraction. Angela Carter investigates overarching institutional trends, such as the restructuring of departments that prioritized extraction over environmental protection, and identifies regulatory inadequacies related to environmental assessment, land-use planning, and emissions controls. Her detailed analysis situates these policy dynamics within the historical and global context of late-stage petro-capitalism and deepening neoliberalization of environmental policy. Fossilized reveals a country out of step with the transition unfolding in response to the climate crisis. Jim Warren tells the fascinating tale of jobs, working conditions, and the attempts to effect meaningful changes in the condition of workers' lives. Starting with the Fur Trade period, and moving through the arrival of the railroad brotherhoods, the emergence of the craft unions, two world wars, modernization, and into the present age, Working in Saskatchewan shows the evolution of the work force, and the relationship between that work force and both private and public sector employers. The book wraps up with a short chapter on the imagined future of labour in the province, in the voices of a series of speakers ranging from former Premier Allan Blakeney to ordinary workers on the floor of a recent sfl convention. Working in Saskatchewan also includes a number of features that will make it even more useful for private study or school work. Two comprehensive indexes detail the chief characters who played a role in the development of the labour movement, and a list of events and important topics.
