Written from Spring-hill, near Phila., likely Springhill, Pennsylvania. Writes to acknowledge Knox's last letter, as well as to introduce him to the bearer, his good friend Mr. Richard Davis. Assures Knox that even though they have not seen each other in a long time, time has not lessened his affection for Knox. Would love to see Knox in person, but does not feel it likely in the near future, due to the considerable distance between them. Discusses news of the European war and the health of their respective families.

Breck is pleased with people Secretary of War Knox introduced to him (perhaps the two men Knox introduced to Breck in GLC02437.04722). Informs Knox that they express themselves much satisfied with our part of America. For Breck this is important as it tends to cultivate a good understanding between the Citizens of each State and to cement that Union so necessary to the Happiness of our Country. Breck talks about the government paying for the manufacturing of cutters, and wishes the Secretary of the Treasury to know about the new sail cloth manufacturer in Boston. The purpose is the employment to the Poor and to render our Country less dependent on Foreigners for that article... Breck thinks Knox will be interested in this venture because of Knox's zeal in promoting everything that gives consequence to our Country. Breck recommends Captain Lyde to command one of the cutters to be built in Boston.

Thanks the Knoxes for their hospitality toward his daughter. Reports that things in Boston are quiet and wishes the same for Virginia but unfortunately Resolutions [regarding federal assumption of state debts] breath another Spirit. it is to be hoped their disorder will not become epidemical. The Congress is meeting the next day. Says Congress cannot fail since no question of permanent residence will disturbe them.

Informs Knox that the joint committee on the subject of your Lands has not met, and the session is so far advanced as to prevent any thing being done about them, this circumstance is favourable to your interest. Notes Henry Jackson will give Knox more details on this matter.

Writes to introduce into Knox's acquaintance several men from Martinique who have lately been residing in Boston. They will be visiting Philadelphia, and Breck asks Knox to make them feel welcome. He and his wife and children send their love to Mrs. Knox and their daughter.

Says he was determined to pursue the Object relative to the Direction of the Bank which you was so obliging as to advice when I saw you in Philadelphia, but that he has since abandoned the project & Sold out. Was concerned that if he had a large holding in the bank he would have to attend its operation, and if he had a small stake he would not accrue Honor or Proffit. Despite his pull out he claims I rejoice however at the rising Credit of our Country and expect very soon to see it on a footing, superior to any other whatever. Says that Alexander Hamilton will be gratified with the situation of America and asks Knox to send his respectful Compliments. Hopes Knox will explain to Hamilton why he pulled out of the bank. Claims The success of General [Charles] Scott against the Indians cou'd not fail of producing the best Effect, indeed every thing seems to conspire to render our Country perfectly happy. Believes the people in this part of the country are happy with the general government. When he visits Boston again you will see every thing wearing a new Face & Jackson the Nabob of the East!

Says the enclosed letter (not included) is from Miss Breck to Knox's daughter. Will write more in a day or two as the post is leaving immediately. Gratefully acknowledges Lucy Knox's kindness to his daughter.
