However, the final steps in the automation process - those that remove the driver from the equation (and perhaps from the vehicles) altogether - are the most daunting in terms of technology,9 trust10 and policy. [...] The most prominent of these challenges is cybersecurity and the risk of hacking.40 This has, in fact, been the primary focus of early legislative efforts in the U. [...] It is not simply that the way people and goods are transported will be different - the nature of the changes ahead includes particular wrinkles that shape the ability of governments to respond and the policy toolkit available to act.
