Community policing has often been promoted, particularly in liberal democratic societies, as the best approach to align police services with the principles of good security sector governance (SSG). The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperial and post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context. However, the COP philosophy is interpreted differently by different countries and police forces, resulting in practices that may in fact run far afield of the community-based themes of partnership

This book aims to inform about the current empirical results of the work of experts in the field security and emergency management and risk management in connecting science, theory and practice in various fields related to security management and emergency management. The chapters present research work and case studies from international, state as well as regional levels. The book is divided into five sections, which deal with Safety and Security Science, Security and Emergency managment, Threats and Risks, Cyber Risks and Extraordinary Event, Preparation and Solutions. The book is intended primarily for scientific communities established in security sciences, theorists and experts working in various positions and levels of security organizations, universities with specializations in security studies, but also for the expert public interested in security issues or entities directly responsible for security and emergency management.

Security Sector Reform (SSR) remains a key feature of peacebuilding interventions and is usually undertaken by a state alongside national and international partners. External actors engaged in SSR tend to follow a normative agenda that often has little regard for the context in post-conflict societies. Despite recurrent criticism, SSR practices of international organisations and bilateral donors often remain focused on state institutions, and often do not sufficiently attend to alternative providers of security or existing normative frameworks of security. This edited collection explores three aspects that add an important piece to the puzzle of what constitutes effective Security Sector Reform (SSR). First, the variation of norm adoption, norm contestation and norm imposition in post-conflict countries that might explain the mixed results in terms of peacebuilding. Second, the multitude of different security actors within and beyond the state which often leads to multiple patterns of co-operation and contestation within reform programmes. Third, how both the multiplicity of and tension between norms and actors further complicate efforts to build peace or, as complexity theory would posit, influence the complex and non-linear social system that is the conflict-affected environment. The chapters in this book were originally published as a special issue of the Journal of Intervention and Statebuilding.

Policing Criminality and Insurgency in Africa: Perspectives on the Changing Wave of Law Enforcement provides critical insights into the trends and patterns of crime and insurgency in contemporary African society. In Africa criminals and insurgents are becoming more resourceful, smart, and connected, as criminal syndicates are increasingly deploying modern technologies to commit crimes in ways and manners that are profoundly daring, and on a transnational and global scale. Meanwhile, the capacity of local, state, and security forces to stem the tide of crimes and insurgencies is decimated by dwindling resources on the part of the state due to official corruption, down-sizing of public institutions and a fierce competition for resources between security and other developmental agencies. Policing in the US and many western nations is in an era of crisis, facing extensive calls for reformation and change. This edited book outlines the major challenges and changes needed to achieve a more stable future for the policing profession and police organizations. The chapters come from innovative police leaders and officers as well as academics with subject matter expertise, to provide insight into how reform can be done with the police. It focusses on how leaders should understand and approach their role during times of instability and uncertainty. It starts with an examination of how policing reached this state of crisis and discusses some interviews conducted with police leaders, particularly chiefs as agents of change and reform. This is followed by chapters from several veteran police leaders and personnel describing some of the factors that brought policing to this critical time of change and reform, how has policing evolved in the late 20th and early 21st centuries, and how that impacts the current environment, and some potential strategies to create meaningful change while considering unintended consequences. The following chapters from academics seek to define paths that policing can take toward needed changes that will increase legitimacy, trust, and equality of policing services. It speaks to students, academics and professionals interested in police organization and administration, police leadership, and contemporary issues in policing and criminal justice.
