This World Bank Study provides a basic diagnostic of residential piped water coverage and affordability in Uganda and its relationship with poverty using a series of nationally representative household surveys for the period 2002–13. The study fi rst analyzes trends in piped water coverage using both administrative and survey data. Demand-side and supply-side factors reducing the take-up of piped water service by households in areas where the service is available are estimated. The study also documents the extent to which piped water coverage enables households to shift time use away from domestic tasks toward market work, and the benefi cial effect that this may have on poverty. The targeting performance to the poor of water subsidies is estimated and results obtained for Uganda are compared with estimates for other countries. Finally, the study analyzes issues related to affordability—including the impact of the tariff increase of 2012 on household consumption, poverty, and piped water affordability—as well as the cost for households to connect to the piped water network.

The analysis relies on a series of nationally representative household surveys for the period 2002–13, as well as on qualitative data collection. The study first relies on household surveys to analyze trends in access to safe water and some of the constraints faced by households for access. The issue of the cost of water for households without a connection to the piped water network is discussed. This includes a discussion of public stand pipes. Next, qualitative data are presented on the obstacles faced by households in accessing safe water. The next two chapters are devoted to sanitation. The focus is again first on analyzing household survey data about sanitation, including with respect to toilets, bathrooms, waste disposal, and hand washing, and next on an analysis of qualitative data from focus groups and key informants. Finally, the study reviews some of the policies and programs that have been implemented in order to improve access to safe water and sanitation for the poor as well as options going forward.

To understand safe water and sanitation in East Africa, it is important to consider the contributions of African feminist analysis. This perspective will unveil inequities in the distribution of resources, demonstrate how localized solutions which are driven by women’s collaborative work have had an impact by temporarily easing the burden, and paint a multilayered picture of the lives of women and girls who are the predominant providers of water to households. This book explores the effects of water and sanitation quality and availability on early childhood morbidity in East Africa from an African feminist sociological perspective. It presents a framework that considers the ways that the development industry, neoliberalism, neocolonial relations, gender, class, ethnicity, globalization, and other dimensions of oppression intersect to impact upon the experiences and agency of women and children accessing clean water and safe sanitation and reducing early childhood morbidity in Kenya, Tanzania and Uganda. This work offers a vital contribution to the social scientific literature by adapting the vibrant intellectual work of African feminists to a quantitative methodology and enlarging the scope of empirically and theoretically grounded studies within the field of environmental sociology.

Bringing together a multidisciplinary set of scholars and diverse case studies from across the globe, this book explores the management, governance, and understandings around water, a key element in the assemblage of hydrosocial territories. Hydrosocial territories are spatial configurations of people, institutions, water flows, hydraulic technology and the biophysical environment that revolve around the control of water. Territorial politics finds expression in encounters of diverse actors with divergent spatial and political–geographical interests; as a result, water (in)justice and (in)equity are embedded in these socio-ecological contexts. The territory-building projections and strategies compete, superimpose and align to strengthen specific water-control claims of various interests. As a result, actors continuously recompose the territory’s hydraulic grid, cultural reference frames, and political–economic relationships. Using a political ecology focus, the different contributions to this book explore territorial struggles, demonstrating that these contestations are not merely skirmishes over natural resources, but battles over meaning, norms, knowledge, identity, authority and discourses.
