The Intelligent Transportation System (ITS) Program is a cooperative effort by government, private industry, and academia to apply advanced technology to the task of resolving the problems of surface transportation. The objective is to improve travel efficiency and mobility, enhance safety, conserve energy, provide economic benefits, and protect the environment. The current demand for mobility has exceeded the available capacity of the roadway system. Because the highway system cannot be expanded, except in minor ways, the available capacity must be used more efficiently to handle the increased demand. ITS applies advanced information processing, communication, sensing, and computer control technologies to the problems of surface transportation. Considerable research and development efforts will be required to produce these new technologies and to convert technologies developed in the defense and space programs to solve surface transportation problems. ITS has been subdivided into six interlocking technology areas. This book addresses human factors concerns for four of these areas: * Advanced Traveler Information Systems are a variety of systems that provide real time, in-vehicle information to drivers regarding navigation and route guidance, motorist services, roadway signing, and hazard warnings. * Advanced Vehicle Control Systems refer to systems that aid drivers in controlling their vehicle particularly in emergency situations and ultimately taking over some or all of the driving tasks. * Commercial Vehicle Operations address the application of ITS technologies to the special needs of commercial roadway vehicles including automated vehicle identification, location, weigh-in-motion, clearance sensing, and record keeping. * Advanced Traffic Management Systems monitor, control and manage traffic on streets and highways to reduce congestion using vehicle route diversion, automated signal timing, changeable message signs, and priority control systems. Two technical areas are not specifically addressed in individual chapters, but many aspects of them are covered in associated chapters: * Advanced Rural Transportation Systems include systems that apply ITS technologies to the special needs of rural systems and include emergency notification and response, vehicle location, and traveler information. * Advanced Public Transportation Systems enhance the effectiveness, attractiveness and economics of public transportation and include fleet management, automated fare collection, and real-time information systems.

There are unique complexities associated with the economic valuation of Intelligent Transportation Systems (ITS) and telematics. Traditional methods of quantitative analysis may not be appropriate in accurately and reliably assessing the economic impacts of these technologies. Although advanced transportation and related technologies are being planned and deployed at an increasingly rapid pace, many of the technologies are still relatively new, and their use may not be widespread. Much of the initial information and statistics gathered have been anecdotal and have focused more on benefits rather than costs. Therefore, difficulties arise due to the lack of historical data and 'lessons learned' from which to draw upon. In addition, compared with traditional transportation infrastructure, ITS technologies have different life cycles, cost structures, and a number of interrelated elements. This book addresses these concerns and proposes new economic assessment techniques as well as modifications to existing ones. Included are case studies from a multitude of North American, European, and Asian nations and major metropolitan areas covering a wide range of ITS technologies including freeway management, electronic toll collection, advanced driver assistance systems, and traveller information systems.

"Perspectives on ITS" is a collection of the Intelligent Transportation Systems (ITS) writings of Professor Joseph M. Sussman from MIT. Professor Sussman is a long-time major participant in the ITS world, beginning with his work on the core writing team in the original "IVHS" Strategic Plan in 1991-92, and continuing on to the present day. He has worked in a number of ITS area and is a keen observer of the ITS scene in general. This document provides guidance recommendations and supporting material to assist designers and implementers of intelligent transportation system (ITS) applications related to highway-rail intersections (HRI). The guidance focuses specifically on roadway user human factors requirements associated with ITS as applied to HRIs. The guidance is intended to be of immediate help to practitioners but also to serve as a resource and impetus toward the development of consensus standards and other more formal guidance or specification. The document has four parts. Part I describes the purpose and scope and provides a human factors conceptualization of the roadway user. Part II provides an overview of ITS applications that have been implemented at HRIs. Part III presents general human factors guidance that cuts across various specific HRI applications, for topics such as message factors, roadside displays, in-vehicle displays, and displays for pedestrians. Part IV presents guidance for specific HRI applications, including train arrival warnings, advance information about the HRI, enforcement and control of vehicles, and light rail transit. Each guidance chapter provides background on the topic, an explicit statement of the major human factors issues, and a set of guidance recommendations (with accompanying rationale for each). This report includes over 130 guidance recommendations.
