This book seeks to examine the impacts associated with China’s carbon-energy policy in Asia and how, coupled with the Belt and Road Initiative, these effects prompt foreign direct investments in coal power and exports of renewable energy technologies. China shows a co-evolution of carbon-energy policy and energy transitions from coal to renewables. Providing an analysis of multilateral power markets, this book examines power interconnection in Southeast Asia, especially among the ASEAN countries. It uses evolutionary experience of electricity interconnection and trade in three international markets that have relevance for ASEAN to draw upon common global themes. Specifically, it compares the Southern African Power Pool, the European grid, and Nord Pool. This report attempts to project the balance between energy demand and supply for the 48 regional members of the Asian Development Bank. However, due to the unavailability of energy data, the Marshall Islands, the Federated States of Micronesia, and Tuvalu are not included in the study. The outlook results are presented by member, by subregion, and by region. Based on the projected energy demand and supply, carbon dioxide emissions and investment requirements are derived. These will offer a basis for policy making and development planning geared toward sustainable economic development in the regional members in Asia and the Pacific.

This report attempts to identify policy, social, infrastructure, and technology issues that must be addressed to meet the future energy needs of members of the Asian Development Bank (ADB) in Asia and the Pacific. Two cases of the projected energy demand and supply up to 2035 for ADB members in Asia and the Pacific are presented---a business-as-usual case, which reflects the impact of existing policies and current technology levels on future energy demand and energy choice and which assumes that current trends in the development of new and renewable energy sources will continue into the future; and an alternative case that considers the potential for energy savings on both the demand and supply sides through the deployment of advanced and low-carbon technologies to increase energy security in the region. For both outlook cases, carbon dioxide emissions generated and the investments required on the supply and demand sides were estimated.
