The workings of multi-level governance -- institutional choices concerning centralisation, decentralisation and subsidiarity -- are widely debated within European public policy, but few systematic studies assessing the effects of changing divisions of power for policy-making have been carried out. This volume offers an assessment of the workings of multi-level governance in terms of social welfare policy across different clusters of European states -- Nordic, Southern European, Central and East European. This book reports on a major comparative study at the European Centre for Social Welfare policy and Research, which included partners from univerisities in Finland, France, Italy, Norway, Sweden, Poland, Spain and Switzerland. It reports on three particular policy areas: social assistance and local policies against poverty; activation and labour market policies; and care for the elderly. The authors describe different starting points, strategies and solutions in European countries which are facing similar challenges and could thus learn from each other. They explore the differences between European welfare regimes in terms of territorial responsibilities, the changes that have taken place over the past few years and their effects. The book is distinctive in highlighting comparative transversal and transnational issues of multi-level governance in social welfare policies, rather than presenting country reports.

The current economic crisis has presented itself as a formidable challenge to the welfare states of Europe. It is more relevant than ever to ask: do existing minimum income protection schemes succeed in adequately protecting citizens, be it whether they are excluded from work, working, retired, or having children? Drawing on in-depth and up-to-date institutional data from across Europe and the US, this volume details the reality of minimum income protection policies over time. Including contributions from leading scholars in the field, each chapter provides a systematic cross-national analysis of minimum income protection policies, developing concrete policy guidance on an issue at the heart of the European debate.

This book focuses on how EU welfare policies are implemented at the local level in 11 European cities and how local policy making addresses women’s care responsibilities. The book studies the complex combination of and the relationships between local political processes, policies, institutions, structural conditions and outputs, as well as outcomes for the women’s labour market integration. It demonstrates how cultural settings and multi-level governance patterns form the “playground” for local policy makers to formulate their welfare policies concerning service provision. The book further demonstrates how local production systems and the situation of the local labour market influence the prospects that women have in working and caring. EU welfare policy promotes the labour market integration of women as well as gender equality. The provision of adequate care services is vital in supporting women’s employment. Within comparative welfare research, the focus has been on the national welfare systems and policies even if care services are overwhelmingly provided by local authorities that in many EU member states enjoy considerable autonomy. This book fills the gap in understanding local welfare policy making from a comparative perspective.

This book represents one of the outcomes of the World Complexity Science Academy (WCSA) Conference held in Rome in the Autumn of 2018, titled “Turbulent Convergence”. It reflects the fruitful discussions developed by a number of papers presented at the event by scholars from several different countries. In particular, the volume represents a great effort on the part of the WCSA to gather research carried out in Europe and beyond and to provide a forum for valuable discussion at international level in a cosmopolitan way.

There's no question that globalization and the rise of neoliberal thinking have had a major effect on social policy, from the theoretical to the practical level. But what's less clear is what that effect has been, which this book sets out to address. Fusing the applied, empirical concerns of traditional social policy with the broader theoretical perspectives found in political economy and macrosociology, it analyzes the effects of globalization and builds an integrated agenda for future research and practice in the field.
