The main decisions are summarized as follows: i) improve the reporting of catch data and conduct randomized intensive sampling; ii) conduct ageing studies on Scomberomorous and cooperate and coordinate with the Indian Ocean Tuna Commission; iii) introduce bycatch reduction devices in the shrimp fishery and work at holding a session on regional oceanography; iv) to expand activities in aquaculture and establish a regional information system; v) promote the preparation of a more detailed study of implications in the WTO; vi) continue to support cooperation with regional bodies concerned with fisheries and follow up the implementation of the shrimp and demersal surveys.

This book is the first comprehensive examination of state practice relating to enforcement by non-flag states of the high seas conservation and management measures adopted by Regional Fisheries Organisations. It demonstrates that an exception is emerging in customary international law to the rule of the primacy of flag state jurisdiction in the high seas fisheries context.
