Excerpt from Second Annual Report of the Commissioner of Labor and Industry of the Commonwealth of Pennsylvania, 1915, Vol. 2 The Compensation Laws, which had been in force several months when this report went to press, went into effect on January 1, 1916 with entire smoothness. By closely associating the Compensation Bureau with the Bureau of Statistics and Information, it was pos sible to arrange procedure so that the Compensation Board would be comparatively free to devote its time to its judicial functions and for drawing up rules, and not be hampered with care for the details of the enormous business to be handled. By the reason of the fact that the Inspection Bureau is largely for investigating and reducing numbers of accidents, the Bureau of Statistics and Information for collecting and tabulating accidents, and the Bureau of Compensation for making accident payments, these three Bureaus of the Depart ment are all integral parts of the Compensation system. Indeed, the whole Department is a single, inseparable, business organization carefully designed to perform this and its other work.
