The passage of Citizens United by the Supreme Court in 2010 sparked a renewed debate about campaign spending by large political action committees, or Super PACs. Its ruling said that it is okay for corporations and labor unions to spend as much as they want in advertising and other methods to convince people to vote for or against a candidate. The Congressional Record began publication in 1873. Debates for sessions prior to 1873 are recorded in The Debates and Proceedings in the Congress of the United States (1789-1824), the Register of Debates in Congress (1824-1837), and the Congressional Globe (1833-1873)

1846 Report of the House Committee of Privileges and Elections regarding the memorial of Lemuel J. Bowden, objecting to the election of William Howard as delegate of York and James City and the City of Williamsburg. After reviewing the evidence and determining which votes were illegal, the committee concluded that the votes for both were the same. Of note, the committee did not resolve the tie within the report.
