Excerpt from Report of the Commissioner of Education for Porto Rico to the Secretary of the Interior, U. S. A., 1901 Under the same law these American teachers are to be given living quarters or an allowance in cash for such quarters at the expense of the local board. In many cases this has not been done. Contracts were made, but the rent was unpaid, and the teacher was obliged to pay from her salary the rent or leave the rooms. The department has almost daily complaint of nu aid allowances to American teachers. Under the present school law t is is wholly changed. This condition will now be greatly improved. The salary is increased to $50 per month and the house rent guaranteed by law will now be paid promptly. But more important than this is the fact that the American teacher is now welcomed throughout the island and in many instances prominent citizens have offered a home free to the American teacher in order to have the influence of such a teacher in the community.
