Throughout Europe, stateless nationalist and regionalist parties have moved from ‘niche’ actors in party systems to mainstream political players. No longer the ‘outsider’ in party politics, these parties have successfully entered government at the regional and state levels and many have been responsible for pushing the agenda for radical constitutional change in the United Kingdom, Spain, Italy, Belgium, Germany and France. However, the transformation of these parties from peripheral movements to established parties of government does not come without its problems. Whilst these parties were once able to focus on the single issue of self-determination, they have been forced to change their strategies, alter their behaviour and compromise on their principles in order to succeed in an era of electoral volatility, partisan dealignment and multi-level governance. This book explores how stateless nationalist and regionalist parties across Western Europe have responded to the twin challenges of multi-level politics (i.e. operating at the regional, state and European levels), and a multi-dimensional policy space, whereby they must articulate policy proposals alongside their territorial demands. Using a cross-national, quantitative study and a detailed case study of the pro-independence Scottish National Party, demonstrates that supranational integration and subnational fragmentation are related in theoretical and predictable ways. Posits that the EU makes smaller states more viable and politically attractive by diminishing the relative economic and political advantages of larger-sized states.

The book analyses how political parties compete and strategise on the issue of territorial reform using case-studies that include countries from both Western (Belgium, Germany, Italy and Spain) and Central-Eastern Europe (Poland, Slovakia and Romania). Each case-study considers different drivers of decentralization, such as territorial identities and the demands of regionalist parties for territorial autonomy or independence, efficiency concerns related to issues of uneven economic development and economic competitiveness, the pressure from supra-national organizations (especially the EU), as well as different combinations of these drivers. They also consider how the ideology and organisation of state-wide parties and the institutional context in which they compete shape their responses to these drivers and their strategy towards the question of territorial reform. This collection investigates the logic of the actions that guide political parties’ strategy to highlight trends that are apparent across the case-studies.
